Jasara Program Management Company (Jasara PMC) is a leading Joint Venture between Public Investment Fund (PIF), Jacobs, and Saudi Aramco, established to deliver world-class program management services across the Kingdom of Saudi Arabia. Jasara plays a key role in supporting the realization of Saudi Vision 2030, particularly in delivering giga-projects and large-scale infrastructure developments.

We are seeking a Senior Procurement Manager to join JASARA PMC. Senior procurement role responsible for complex, high-value and strategically important packages across a multi-asset, fast-paced business environment, from procurement planning and market engagement through tendering, evaluation, award and finalization of contract.

Depth of experience: Extensive experience leading end-to-end procurement for large-scale sports, entertainment, infrastructure or related development programmes. Strong capability in category and sourcing strategy, commercial evaluation, negotiation, contract formation, governance, stakeholder management, risk management, and value-for-money delivery. Hands-on SAP Ariba experience is mandatory. Experience with Fiori and Sirion is preferred.

Role summary: The Senior Procurement Manager will lead and deliver end-to-end procurement activities for the BU, engaging with asset scope owners, technical, commercial, finance, legal and other stakeholders to develop fit-for-purpose procurement strategies and deliver compliant, timely and commercially robust outcomes. The role will manage complex tender processes, support governance and approval requirements, maintain accurate procurement records in SAP Ariba and drive consistency, continuous improvement and best practice across the procurement lifecycle.

Qualifications

Bachelor's degree in business administration, Supply Chain or related field.

Professional Certifications

  • Holding one of the following certifications is an advantage:
  • Chartered Institute of Procurement and Supply Diploma (CIPS)
  • Certified Professional in Supply Management (CPSM)
  • Certified Supply Chain Professional (CSCP)

Experience

  • 15 years’ min relevant procurement management experience within Mega/large scale complex design and construction programs.
  • Leverage in-depth knowledge of enterprise-level management software, such as SAP Ariba, or similar systems
  • Expert knowledge of procurement legislation, and its practical application
  • Previous KSA/Middle East experience preferred.
  • Fosters a culture of flexibility and adaptability in responding to changing business requirements.
  • Expertly manages and prioritizes the workload of the team, deadline driven.
  • Leverage exceptional written and verbal skills in English to effectively articulate ideas, strategies, and project performance to a range of audiences.
  • Excellent leadership skills and the ability to lead the function's direction, specifically endorsing or opposing practices as needed.
  • Leverage in-depth knowledge of Procurement software, such as Prism, SAP, and Ariba.
  • Leads team collaboration and cross department integration collaboratively in a team environment and across multiple departments.
  • Able to connect people and issues and drive a quick response
