. Планирование закупок Разработка, утверждение и размещение в Единой информационной системе (ЕИС) плана-графика закупок. Внесение изменений в план-график при необходимости. Сбор информации о потребностях учреждения, анализ рынка товаров, работ и услуг. Расчет и обоснование начальной (максимальной) цены контракта (НМЦК). Соблюдение лимитов бюджетных обязательств (ЛБО) и кодов бюджетной классификации (КБК). Закупки должны строго соответствовать доведенным лимитам и целевому назначению средств 2 источника Определение поставщика (исполнителя, подрядчика) Выбор способа определения поставщика в соответствии с 44-ФЗ (конкурентные способы или закупка у единственного поставщика). Подготовка и размещение в ЕИС извещений, документации о закупке, проектов контрактов. Разработка описания объекта закупки (технического задания) без ограничения конкуренции. Организация работы закупочной комиссии (подготовка заседаний, протоколов), при этом контрактный управляющий не входит в состав комиссии, принимающей решение о выборе победителя, чтобы избежать конфликта интересов. Заключение и сопровождение контрактов Проверка обеспечения исполнения контракта (банковская гарантия, денежные средства). Подписание контрактов, в том числе формирование и подписание структурированных контрактов в ЕИС. Направление сведений о заключенном контракте в реестр контрактов в течение 5 рабочих дней. Взаимодействие с органами Федерального казначейства, обеспечение казначейского сопровождения контрактов. Исполнение, изменение и расторжение контрактов Контроль за соблюдением поставщиком сроков, объемов и качества поставки товаров, выполнения работ или оказания услуг. Организация приемки товаров (работ, услуг), включая обязательную электронную приемку через ЕИС (с 2022 года для большинства закупок, требования к цифровым навыкам в 2025 2026 годах стали базовыми). Проведение экспертизы результатов (внутренней или с привлечением внешних экспертов). Оформление документов о приемке в ЕИС. Ведение претензионной работы: направление требований об уплате неустоек (штрафов, пеней) при нарушении условий контракта. В случае необходимости подготовка документов для изменения или расторжения контракта. Направление сведений об исполнении, изменении или расторжении контракта в реестр контрактов.2 источника Отчетность и контроль Подготовка и размещение в ЕИС отчетов об объеме закупок у субъектов малого предпринимательства (СМП) и социально ориентированных некоммерческих организаций (СОНКО). Взаимодействие с контрольными органами (ФАС России, Счетная палата, Росфинмониторинг) при проведении проверок.
