Организация работы отдела: распределение задач, контроль исполнения, отчётность, планирование, кадровая работа в рамках полномочий. Взаимодействие с ТОС: методическая и организационная поддержка, обучение актива, сопровождение инициатив по благоустройству, грантовых заявок, проектов инициативного бюджетирования. Работа с НКО и общественными объединениями: реестр, консультации, содействие в проведении мероприятий, подготовка соглашений о сотрудничестве. Мониторинг и аналитика: сбор данных о настроениях и запросах жителей, анализ обращений, выявление рисков конфликтов, подготовка справок и докладов для руководства. Общественные коммуникации: взаимодействие со СМИ, подготовка пресс-релизов по вопросам внутренней политики, модерация общественных обсуждений, круглых столов, встреч с жителями. Межведомственная координация: участие в работе комиссий по межнациональным отношениям, профилактике экстремизма, поддержке НКО; взаимодействие с полицией, МЧС, образовательными учреждениями. Работа с обращениями граждан: рассмотрение в установленные сроки, принятие мер, направление ответов, выявление системных проблем. Проектная деятельность: разработка и реализация муниципальных программ и проектов в сфере гражданского общества и ТОС. Правовое сопровождение: подготовка проектов муниципальных актов, заключений, предложений по совершенствованию нормативной базы. Противодействие коррупции и экстремизму: участие в профилактических мероприятиях, реализация планов в пределах компетенции отдела.

Кандидат должен обладать знаниями: государственного языка Российской Федерации (русского языка); Конституции РФ и ключевых федеральных законов, регулирующих сферу деятельности (например, №131-ФЗ Об общих принципах организации местного самоуправления в Российской Федерации, №25-ФЗ О муниципальной службе в Российской Федерации, №273-ФЗ О противодействии коррупции, №59-ФЗ О порядке рассмотрения обращений граждан Российской Федерации и др.); нормативно-правовой базы в сфере внутренней политики и ТОС; основ делопроизводства и документооборота; принципов взаимодействия с общественными организациями, органами власти и населением. Навыки и умения К необходимым навыкам относятся: деловое общение, ведение переговоров и публичные выступления; анализ информации, подготовка аналитических и отчётных материалов; организаторские способности, инициативность, ответственность; работа с компьютером, включая использование интернета и информационно-правовых систем; chechnya.gov.ru +1 подготовка проектов нормативных правовых актов, служебных писем, ответов на обращения граждан и организаций; организация и проведение совещаний, конференций, семинаров; контроль исполнения решений и поручений; работа с разнородными данными (статистическими, аналитическими).
