Установление достаточности и актуальности правовых актов и документов, устанавливающих требования к организации (обеспечению выполнения), выполнению бюджетной процедуры, в том числе к операции (действию) по выполнению бюджетной процедуры (полноты регламентации процессе их выполнения) и/или выявление несоответствия положений этих актов правовым актам, регулирующим бюджетные правоотношения, на момент совершения операции; - Организация процесса проведения внутренней аудиторской проверки; - Утверждение планов и программ внутренних аудиторских проверок; - Выявление избыточных (дублирующих друг друга) операций (действий) по выполнению бюджетной процедуры; - Оценка степени соблюдения установленных правовыми актами, регулирующими бюджетные правоотношения, требований к исполнению бюджетных полномочий, требований к организации (обеспечению выполнения), выполнению бюджетной процедуры, в том числе к операции (действию) по выполнению бюджетной процедуры; - Изучение наличия прав доступа пользователей (субъектов бюджетных процедур) к базам данных, вводу и выводу информации из прикладных программных средств и информационных ресурсов, обеспечивающих исполнение бюджетных полномочий МКУ УКСиМП, в целях формирования предложений и рекомендаций по предотвращению несанкционированного доступа к таким базам данных, вводу и выводу из них информации; - Оценка организации, применения и достаточности совершаемых контрольных действий на предмет их соразмерности выявленным бюджетным рискам, а также способности предупреждать (не допускать) нарушения и/или недостатки; - Формирование предложений и рекомендаций по организации и применению контрольных действий; - Оценка результатов исполнения, направленных на повышение качества финансового менеджмента решений субъектов бюджетных процедур; - Формирование предложений и рекомендаций по совершенствованию организации (обеспечения выполнения), выполнения бюджетной процедуры; - Оценка результативности и экономности использования бюджетных средств МКУ УКСиМП; - своевременно и в полной мере исполнение полномочий по осуществлению внутреннего финансового аудита согласно Порядку осуществления внутреннего финансового аудита, утвержденного приказом МКУ УКСиМП; - составление планов проведения аудиторских мероприятий в соответствии с действующим законодательством и нормативными правовыми актами; - проведение аудиторских мероприятий; - обеспечение своевременной подготовки отчетов, ответов на запросы; - своевременно и в полной мере исполнение полномочий по осуществлению внутреннего финансового аудита.
