Должностные обязанности специалиста гражданской обороны определяются профессиональным стандартом (приказ Минтруда России от 27.10.2020 № 748н) и квалификационными характеристиками (в т. ч. приказом Минтруда от 03.12.2013 № 707н), а в конкретной организации ещё и должностной инструкцией. Основные обязанности Разработка и актуализация документов по гражданской обороне (ГО) и защите от ЧС. Это планы ГО, инструкции, положения, календарные планы мероприятий, схемы оповещения, документы для эвакуационной комиссии и т. п. Специалист приводит локальные акты в соответствие с требованиями вышестоящих органов и изменениями законодательства. Планирование мероприятий по защите работников и устойчивости организации. Сюда входит планирование эвакуации, укрытия, выдачи средств индивидуальной защиты (СИЗ), определение безопасных районов, расчёт потребности в транспорте и силах, оценка уязвимых мест и рисков. Организация системы оповещения и поддержание её в готовности. Специалист разрабатывает схемы и табели оповещения, проверяет работоспособность технических средств, организует взаимодействие с муниципальными и ведомственными системами оповещения. Учёт и контроль объектов и имущества ГО. Ведётся учёт защитных сооружений, СИЗ, иного имущества гражданской обороны, контролируются сроки хранения, освежение запасов, техническое состояние, оформляются акты и журналы. Проведение учений, тренировок и инструктажей. Специалист организует штабные тренировки, объектовые и тактико-специальные учения, инструктажи и обучение работников, фиксирует результаты, готовит отчёты и предложения по улучшению. Анализ состояния ГО и отчётность. Готовится ежегодный доклад о состоянии гражданской обороны в организации, анализируются результаты проверок, учений и инцидентов, формируются предложения по устранению недостатков. Повышение устойчивости функционирования организации в ЧС и военное время. Разрабатываются инженерно-технические и организационные меры, чтобы предприятие могло продолжать работу или быстро восстановиться после воздействия поражающих факторов. Взаимодействие с органами власти и надзорными структурами. Специалист участвует в согласовании документов, передаёт донесения, участвует в комиссиях, получает исходные данные и задания от органов местного самоуправления и МЧС. Пропаганда и методическая работа по ГО. Доводит до подразделений требования и лучшие практики, готовит памятки, презентации, материалы для стенда, консультирует ответственных лиц в отделах.

Среднее профессиональное образование (программы подготовки специалистов среднего звена). Или среднее профессиональное образование (непрофильное) плюс дополнительное профессиональное образование программы повышения квалификации или профессиональной переподготовки. Высшее образование (бакалавриат). Или высшее образование (непрофильное) плюс дополнительное профессиональное образование (программы повышения квалификации или профессиональной переподготовки).
