The posting

Участвует в создании и поддержании системы управления охраной труда (СУОТ) на объекте с учётом специфики нефтегазовой отрасли. Изучает проектную документацию (ППР, технологические карты), чтобы заранее выявить опасности и риски, характерные для нефтегазового строительства. Проводит оценку профессиональных рисков и разрабатывает меры по их снижению. Проводит обходы, осмотры рабочих мест, целевые проверки. Проверяет, как соблюдаются требования охраны труда, промышленной, пожарной, экологической и радиационной безопасности. Контролирует организацию рабочих мест, применение средств индивидуальной защиты (СИЗ), состояние ограждений, проходов, проездов. Проверяет наличие и правильность оформления документов, необходимых для безопасного выполнения работ: наряды-допуски, ППР, технологические схемы. Участвует в разработке локальных нормативных актов (инструкции, положения). Проводит вводный инструктаж, координирует проведение первичных, повторных, внеплановых и целевых инструктажей на рабочих местах. Выявляет потребность в обучении (например, по оказанию первой помощи) и организует его. Контролирует своевременность и полноту обеспечения работников СИЗ, их правильное использование и хранение. Участвует в расследовании несчастных случаев и профессиональных заболеваний: анализирует причины, оформляет акты, предлагает меры, чтобы подобное не повторилось. Работает с подрядными и субподрядными организациями, взаимодействует с контролирующими органами (ГИТ, пожарный надзор и др.) при проверках. Ведёт документацию: журналы инструктажей, акты проверок, отчёты по показателям травматизма, планы мероприятий по улучшению условий труда. Вносит предложения по корректировке технологических процессов, графиков работ или организации рабочих мест для снижения рисков. При непосредственной угрозе жизни и здоровью работников имеет право приостанавливать работы, информируя об этом руководителя.

Нужно глубоко знать нормативную базу (федеральные законы, ГОСТы, СНиПы, правила промышленной безопасности для нефтегазовой отрасли), уметь оценивать профессиональные риски, проводить инструктажи, расследовать инциденты, работать с документацией и взаимодействовать с разными подразделениями. Иметь понимание специфики нефтегазового строительства (работы на высоте, с трубопроводами, в условиях загазованности).
