Прогнозирование потребности в финансовых ресурсах. Определение для страховых медицинских организаций дифференцированных подушевых нормативов. Осуществление перспективного и текущего планирования, формирование бюджета территориального фонда, анализ его исполнения, подготовка законопроектов о бюджете, об изменении и исполнении бюджета территориального фонда. Составление сметы расходов на выполнение управленческих функций территориального фонда, анализ ее исполнения. Подготовка предложений по установлению норматива расходов на ведение дела страховых медицинских организаций. Составление и ведение сводной бюджетной росписи, кассового плана. Формирование и использование нормированного страхового запаса территориального фонда. Подготовка информации для принятия решения о предоставлении или об отказе в предоставлении страховой медицинской организации недостающих для оплаты медицинской помощи средств из нормированного страхового запаса территориального фонда. Финансирование территориальной программы обязательного медицинского страхования. Подготовка отчета об исполнении бюджета территориального фонда за отчетный финансовый год. Осуществление расчетов за медицинскую помощь, оказанную застрахованным лицам за пределами территории. Администрирование доходов бюджета Федерального фонда обязательного медицинского страхования, поступающих от уплаты страховых взносов на обязательное медицинское страхование неработающего населения, регистрация и снятие с регистрационного учета страхователей для неработающих граждан. Осуществление учета и контроля за полнотой, правильностью, своевременностью уплаты страховых взносов на обязательное медицинское страхование неработающего населения. Начисление недоимки по страховым взносам на обязательное медицинское страхование неработающего населения, штрафов и пени и взыскание их со страхователей для неработающих граждан.

Опыт работы в сфере обязательного медицинского страхования по специальности не менее 1 года.
