2.1. Специалист в сфере закупок является должностным лицом, ответственным за осуществление закупки или нескольких закупок, включая исполнение каждого контракта. 2.2. В функции полномочия специалиста в сфере закупок входят: 2.2.1. осуществление предварительного сбора данных о потребностях и ценах на товары, работы, услуги; 2.2.2. разработка плана закупок, осуществление подготовки изменений для внесения в план закупок, размещение в единой информационной системе плана закупок и внесенных в него изменений; 2.2.3. разработка плана-графика, подготовка изменений для внесения в план-график, размещение в единой информационной системе плана-графика и внесенных в него изменений; 2.2.4. подготовка протоколов заседаний закупочных комиссий на основании решений, принятых членами комиссии по осуществлению закупок, подведение итогов закупочной процедуры; 2.2.5. формирование начальной (максимальной) цены контракта; 2.2.6. формирование описания объекта закупки, закупочной документации, включая проект контракта; 2.2.7. своевременная подготовка и размещение на электронных площадках, в ЕИС сведений и документов, предусмотренных Федеральным законом от 05.04.2013 № 44-ФЗ О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд, Федеральным законом от 18.07.2011 № 223-ФЗ О закупках товаров, работ, услуг отдельными видами юридических лиц, с использованием электронно-цифровой подписи; 2.2.8. осуществление анализа поступивших заявок; 2.2.9. организационно-техническое обеспечение деятельности комиссий по осуществлению закупок; 2.2.10. выполнение обработки заявок, проверки банковских гарантий, оценки результатов; 2.2.11. проверка необходимой документации для заключения контрактов; 2.2.12. обеспечение осуществления закупок, в том числе заключения контрактов; 2.2.13. участие в рассмотрении дел об обжаловании результатов определения поставщиков (подрядчиков, исполнителей) и осуществление подготовки материалов для выполнения претензионной работы; 2.3. Организация осуществления закупок у единственного поставщика, (подрядчика, исполнителя) в соответствии со статьей 93 Федерального закона от 5 апреля 2013 г. №44-ФЗ О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд . 2.4. Сопровождение исполнения каждого заключенного контракта и гражданско-правового договора. 2.5. Организация работы, в случае необходимости, по привлечению экспертов для проведения экспертизы качества поставленного товара, (выполненных работ и услуг). 2.6. Осуществление подготовки материалов для выполнения претензионно -исковой работы.
