Исходя из задач и функций, определенных Положением об отделе опеки и попечительства Администрации Кожевниковского района, на начальника возлагаются следующие должностные обязанности Обеспечивать планирование и организацию деятельности отдела опеки и попечительства Администрации Кожевниковского района. Организовывать выявление детей-сирот и детей, оставшихся без попечения родителей, нуждающихся в защите через взаимодействие с организациями и учреждениями системы профилактики безнадзорности и беспризорности среди несовершеннолетних, через администрацию учебных, медицинских учреждений, органы внутренних дел, иных организаций и отдельных граждан. Вести прием населения в пределах компетенции, рассматривать в установленном порядке обращения граждан. Обеспечивать приоритетность семейных форм воспитания детей-сирот и детей, оставшихся без попечения родителей.

Для замещения должности начальника устанавливаются квалификационные требования, включающие базовые и функциональные квалификационные требования. 2.1. Базовые квалификационные требования: 2.1.1. Муниципальный служащий, замещающий должность начальника, должен иметь высшее педагогическое или юридическое образование. 2.1.2. Начальник должен иметь стаж муниципальной службы на ведущих должностях муниципальной службы (государственной службы) не менее двух лет либо стаж (опыт) работы по специальности не менее четырех лет на должностях руководителей в организациях, опыт и знание работы в которых необходимы для выполнения обязанностей по указанной должности.
