Решение вопросов местного значения в области жилищно-коммунального хозяйства, энергетики, дорожной деятельности, транспорта, природопользования и охраны окружающей природной среды, благоустройства территории ЗАТО Железногорск с соблюдением законных интересов населения. Руководитель должен иметь высшее образование, не менее одного года стажа муниципальной службы или стажа работы по специальности, направлению подготовки.

Руководитель управления должен иметь высшее профессиональное образование по соответствующим специальностям, направлениям подготовки, необходимым для замещения должности муниципальной службы: Государственное и муниципальное управление; юриспруденция; все специальности по направлениям Архитектура и строительство, Энергетика, энергетическое машиностроение и электротехника, Воспроизводство и переработка лесных ресурсов, Транспортные средства, Автоматика и управление . Руководитель должен иметь высшее образование, не менее одного года стажа муниципальной службы или стажа работы по специальности, направлению подготовки. В соответствии с номенклатурой должностей работников, подлежащих оформлению на допуск к сведениям, составляющим государственную тайну по Администрации ЗАТО г. Железногорск, назначение на должность осуществляется только при оформлении соответствующего допуска, согласованного с органами ФСБ РФ
