1. Ведение бухгалтерского учёта при осуществлении операций и иных последовательных действий при проведении расчетов с поставщиками и подрядчиками, учета нефинансовых активов, расчетов с учредителями, расчётов по налогам и сборам в федеральный и местный бюджеты: 1.1 Принятие к учёту первичных учётных документов о фактах хозяйственной жизни Учреждения. 1.2 Денежное измерение объектов бухгалтерского учёта и текущая группировка фактов хозяйственной жизни. 1.3 Итоговое обобщение фактов хозяйственной жизни. 2. Составление и представление бухгалтерской (финансовой) отчетности Учреждения при осуществлении операций и иных последовательных действий при проведении расчетов с поставщиками и подрядчиками, учета нефинансовых активов, расчетов с учредителями, расчётов по налогам и сборам в федеральный и местный бюджеты: 2.1 Составление бухгалтерской (финансовой) отчетности; 2.2 Внутренний контроль ведения бухгалтерского учёта и составления бухгалтерской (финансовой) отчетности; 2.3 Обеспечение ведения налогового учёта и составление налоговой отчётности, налоговое планирование.

Начальник отдела должен уметь: составлять (оформлять) первичные учётные документы, в том числе электронные документы; владеть приёмами комплексной проверки первичных учётных документов; пользоваться компьютерными программами для ведения бухгалтерского учёта, информационными и справочно-правовыми системами, оргтехникой; применять правила стоимостного измерения объектов бухгалтерского учёта, принятые в учётной политике Учреждения; сопоставлять данные аналитического учёта с оборотами и остатками по счетам синтетического учёта на последний календарный день каждого месяца; разрабатывать внутренние формы организационно-распорядительных документов, формы первичных учётных документов, регистров бухгалтерского учёта, формы бухгалтерской (финансовой) отчетности, составлять график документооборота и организовывать делопроизводство в отделе материального и финансового учета; планировать объёмы и сроки выполнения работ в отчетном периоде для целей составления бухгалтерской (финансовой) отчётности; организовывать и осуществлять внутренний контроль совершаемых учреждением фактов хозяйственной жизни; проводит оценку состояния и эффективности внутреннего контроля в Учреждении и составлять отчёты о результатах внутреннего контроля; идентифицировать объекты налогообложения, исчислять налогооблагаемую базу, сумму налога и сбора; осуществлять меры налоговой оптимизации в конкретных условиях деятельности по всей совокупности налогов и сборов; формировать и применять эффективный набор инструментов налогового планирования (налоговые льготы, формы договорных отношений, ставки налогообложения, объекты налогообложения, социальные налоговые режимы);
