Осуществляет руководство ЦДО в соответствии с законами и иными нормативными правовыми актами, уставом образовательного учреждения. Обеспечивает системную образовательную (учебно-воспитательную) и административно-хозяйственную (производственную) работу ЦДО. Формирует контингенты обучающихся (воспитанников, детей), обеспечивает охрану их жизни и здоровья во время пребывания в учреждении, соблюдение прав и свобод обучающихся (воспитанников, детей) и работников образовательного учреждения в установленном законодательством Российской Федерации порядке. Определяет стратегию, цели и задачи развития ЦДО, принимает решения о программном планировании ее работы, участии в различных программах и проектах, обеспечивает соблюдение требований, предъявляемых к условиям образовательного процесса, образовательным программам, результатам деятельности ЦДО и к качеству образования, постоянное повышение качества учебно воспитательного процесса в ЦДО. Обеспечивает объективность оценки качества образования обучающихся (воспитанников, детей) в доме детского творчества. Создает условия для внедрения инноваций, обеспечивает формирование и реализацию инициатив работников ЦДО, направленных на улучшение работы организации и повышение качества образования, поддерживает благоприятный морально-психологический климат в коллективе. В пределах своих полномочий распоряжается бюджетными средствами, обеспечивает результативность и эффективность их использования. В пределах установленных средств формирует фонд оплаты труда с разделением его на базовую и стимулирующую часть. Утверждает структуру и штатное расписание ЦДО. Решает кадровые, административные, финансовые, хозяйственные и иные вопросы в соответствии с уставом образовательного учреждения. Осуществляет подбор и расстановку кадров. Создает условия для непрерывного повышения квалификации работников

высшее профессиональное образование по направлениям подготовки "Государственное и муниципальное управление", "Менеджмент", "Управление персоналом" и стаж работы на педагогических должностях не менее 5 лет, или высшее профессиональное образование и дополнительную профессиональную подготовку в области государственного и муниципального управления или менеджмента и экономики и стаж работы на педагогических или руководящих должностях не менее 5 лет.
