Консультант финансово-хозяйственного отдела исполняет обязанности: осуществляет контроль за своевременным возвратом денежных средств, внесенных участниками закупок, в качестве обеспечения заявки на участие в закупке, обеспечения исполнения контракта, обеспечения гарантии поставщика на товар в соответствии со сроками, установленными законодательством; осуществляет приемку, анализ и контроль табеля учета рабочего времени; начисляет заработную плату работникам Управления, премии, пособия по временной нетрудоспособности за первые три дня временной нетрудоспособности за счет средств работодателя, а также другие виды начисленного дохода; ведет карточки-справки о заработной плате на каждого работника; начисляет страховые взносы на фонд оплаты труда, подоходный налог с физических лиц, суммы по исполнительным документам; ведет работу по заключению контрактов гражданско-правового характера, начисляет оплату за оказанные услуги, начисление страховых взносов; своевременно формирует заявки на кассовый расход в системе АЦК-финансы на перечисление заработной платы сотрудникам Управления, по услугам, оказанным по контрактам гражданско-правового характера, страховых взносов, других выплат и платежей по оплате труда; контролирует расходование средств фонда оплаты труда; ведет персонифицированный учет, в установленные сроки представляет в пенсионный фонд сведения на каждого работника Управления; ведет бухгалтерскую документацию: журнал операций № 6 (расчеты по оплате труда); своевременно формирует в сроки, установленные для сдачи отчетности: Сведения об остатках денежных средств на счетах получателя бюджетных средств (ф.0503178), Отчет о расходах и численности работников органов местного самоуправления (ф.0503075); осуществляет работу по ведению штатного расписания, своевременно вносит изменения.

требования к уровню образования: высшее образование; для реализации должностных обязанностей: Федеральный закон от 06.12.2011 N 402-ФЗ О бухгалтерском учете; Приказ Минфина России от 01.12.2010 N 157н Об утверждении Единого плана счетов бухгалтерского учета для органов государственной власти (государственных органов), органов местного самоуправления, органов управления государственными внебюджетными фондами, государственных академий наук, государственных (муниципальных) учреждений и Инструкции по его применению; Приказ Минфина РФ от 28.12.2010 № 191н Об утверждении Инструкции о порядке составления и представления годовой, квартальной и месячной отчетности об исполнении бюджетов бюджетной системы Российской Федерации; Налоговый кодекс РФ и другими нормативными актами по бухгалтерскому и налоговому учету.
