Осуществляет общее руководство отделом, распределяет обязанности, поручения между сотрудниками отдела с целью реализации задач и функций отдела; формирует сводный прогноз баланса производства и поставок электрической энергии (мощности) в рамках Единой энергетической системы России в Тюменской области, Ханты-Мансийском автономном округе Югре и Ямало-Ненецком автономном округе; составляет анализ динамики потребления электрической энергии (мощности) по регионам и в целом по Тюменской энергосистеме; проводит оценку отнесения территориальных сетевых организаций к системообразующим территориальным сетевым организациям; составляет анализ соблюдения уровня надежности и качества реализуемых товаров (услуг) территориальными сетевыми организациями; рассматривает заявления и документы по урегулированию споров, связанных с применением территориальными сетевыми организациями платы за технологическое присоединение к электрическим сетям и (или) стандартизированных тарифных ставок, определяющих величину этой платы; и другие в соответствии с должностным регламентом.

Высшее образование не ниже уровня специалитета, магистратуры (данное требование не применяется к гражданам, получившим высшее профессиональное образование до 29 августа 1996 года). Стаж государственной гражданской службы или стаж работы по специальности, направлению подготовки должен составлять не менее двух лет (для лиц, имеющих дипломы специалиста или магистра с отличием, в течение трех лет со дня выдачи диплома - не менее одного года стажа государственной гражданской службы или работы по специальности, направлению подготовки). Требований к направлению подготовки (специальности) не предъявляются. 1)знание государственного языка Российской Федерации (русского языка); 2) знание основ Конституции Российской Федерации, законодательства о государственной гражданской службе и противодействии коррупции, системы федеральных и областных органов государственной власти; 3) знание и умение в области информационно-коммуникационных технологий; 4) умение, свидетельствующие о наличии необходимых профессиональных и личностных качеств: а) сбора, анализа и систематизации информации, подготовки официального письма (умение мыслить системно); б) умение планировать и рационально использовать рабочее время; в) владение приемами межличностных отношений, недопущения межличностных конфликтов (коммуникативные умения). 5) иные профессионально-функциональные знания и умения в соответствии с должностным регламентом. 6) управленческие умения:- умение руководить подчиненными (ставить задачи, внедрять новые подходы к их решению), эффективно планировать работу структурного подразделения, контролировать выполнение сотрудниками структурного подразделения поставленных задач; - оперативно принимать и реализовывать управленческие решения; - умение публичных выступлений, вести деловые переговоры с представителями государственных органов, органов местного самоуправления, организаций.
