Планирование финансово‑хозяйственной деятельности (ФХД). Готовит экономические обоснования к плану ФХД, рассчитывает потребность в ресурсах, формирует плановые показатели по отделениям, участвует в распределении объёмов медпомощи по источникам финансирования (ОМС, бюджет, платные услуги). Расчёт и анализ себестоимости медпомощи. Считает затраты по отделениям и услугам, распределяет косвенные расходы, анализирует структуру затрат (ФОТ, медикаменты, расходники, коммунальные), выявляет резервы экономии. Работа с тарифами ОМС и объёмами. Анализирует территориальную программу ОМС, тарифы, лимиты объёмов, готовит предложения по эффективному использованию выделенных объёмов, участвует в формировании реестров и обосновании потребности. Нормирование труда и расчёт ФОТ. Участвует в разработке штатных расписаний, расчёте нагрузки и норм труда, обосновывает численность персонала, анализирует эффективность использования ФОТ, готовит расчёты к индексации и доплатам. Экономический анализ деятельности подразделений. Сравнивает плановые и фактические показатели отделений, оценивает выполнение госзадания, рентабельность платных услуг, эффективность использования оборудования, готовит аналитические справки для руководства. Участие в закупках и обоснование потребностей. Помогает формировать технические задания и начальные (максимальные) цены контрактов (НМЦК) для закупок, проверяет экономическое обоснование заявок подразделений, анализирует экономию и перерасход по статьям бюджета. Формирование отчётности. Готовит внутренние управленческие отчёты, справки и расчёты для учредителя, участвует в подготовке данных для отчётности по ОМС, ведомственной статистики, мониторинга эффективности. Взаимодействие с бухгалтерией и планово‑экономическим отделом. Сверяет данные учёта, уточняет статьи затрат, участвует в закрытии периодов, корректировке плана ФХД при изменении объёмов или тарифов. Методическая работа. Разрабатывает или актуализирует локальные методики расчёта себестоимости, распределения затрат, нормирования, участвует во внедрении инструментов управленческого учёта.

Знания: бухгалтерский и управленческий учёт в бюджетном секторе, основы тарифного регулирования ОМС, 44‑ФЗ/223‑ФЗ (закупки), трудовое законодательство и нормирование труда, работа в 1С, Excel, справочно‑правовых системах.
