2.1. Руководит деятельностью управления, несет персональную ответственность за выполнение возложенных на управление задач и функций, состояние дисциплины; 2.2. Вносит предложения по развитию направлений деятельности управления главе Сусуманского городского округа, заместителю главы администрации Сусуманского городского округа, курирующего деятельность управления; 2.3. Организует текущее и перспективное планирование деятельности управления и обеспечивает выполнение утвержденных планов работы; 2.6. Координирует и регулирует организационные процессы в культурно досуговой, спортивной деятельности и реализации государственной молодежной политики на территории городского округа; 2.7. Осуществляет контроль за организацией деятельности в подведомственных муниципальных бюджетных учреждениях культуры, искусства и спорта; 2.8. Осуществляет руководство управлением и структурными подразделениями в соответствии с Положением об управлении по делам молодежи, культуре и спорту и законодательством Российской Федерации; 2.11. Обеспечивает рациональное использование бюджетных ассигнований, а также средств, поступающих из других источников; 2.14. Разрабатывает положения, регламентирующие деятельность управления; 2.15. Контролирует организацию и проведение районных, окружных (на базе городского округа) конкурсов, фестивалей, выставок, смотров, спортивных мероприятий для детей, молодежи и населения Сусуманского городского округа; 2.17. Подготавливает статистическую и информационную отчетность; 2.18. Координирует взаимодействие подведомственных учреждений; 2.20. Обеспечивает эффективное взаимодействие и сотрудничество с органами местного самоуправления, предприятиями и организациями, общественностью; 2.21. Регулирует деятельность общественных (в том числе детских и молодежных) организаций, разрешенных законодательством Российской Федерации; 2.22. Является распорядителем финансовых средств и осуществляет контроль за использованием бюджетных средств управления; 2.23. Представляет учреждение в государственных, муниципальных, общественных и иных органах, учреждениях.

В соответствии с Федеральным законом для замещения должности муниципальной службы требуется соответствие квалификационным требованиям к уровню профессионального образования, стажу муниципальной службы или работы по специальности, направлению подготовки, знаниям и умениям, которые необходимы для исполнения должностных обязанностей, а также при наличии соответствующего решения представителя нанимателя (работодателя) - к специальности, направлению подготовки.
