Возглавляет работу по обеспечению ПМС квалифицированным персоналом требуемых профессий и специальностей. Анализирует, определяет текущую и перспективную потребность в человеческих ресурсах и источников ее удовлетворения на основе изучения рынка труда, установления прямых связей с учебными заведениями, службами занятости, предприятиями аналогичного профиля, информирования работников ПМС об имеющихся вакансиях, использование средств массовой информации для размещения объявлений о найме работников. Изучает состояние трудовой дисциплины в ПМС, разрабатывает и вносит предложения по улучшению воспитательной работы в коллективе. Организует своевременные: подготовку, переподготовку и повышение квалификации работников ПМС, в том числе согласно требованиям охраны труда, в учебных центрах филиалов ОАО РЖД, образовательных организациях, практическое обучение молодых специалистов в период прохождения ими стажировки, а также производственной практики студентов и учащихся. Организует обеспечение бытовых условий и соблюдения санитарно-гигиенических норм в служебно-технических вагонах, предоставляемых для работников ПМС. Организует обеспечение горячим питанием работников, занятых на ремонте пути в окно, продолжительностью не менее 4-х часов, в соответствии с графиком производства работ, осуществляет контроль за качеством и выдачей горячего питания. Анализирует причины текучести кадров, принимает участие в разработке мероприятий по ее снижению и выполняет их.

Возможно юридическое образование, строительство железных дорог, путь и путевое хозяйство и опыт работы в кадровом делопроизводстве (специалистом по управлению персоналом) не менее 3 лет
