Формирование учетной политики; организация и ведение бюджетного (бухгалтерского) учета и отчетности; начисление заработной платы; проведение анализа исполнения бюджета; проведение инвентаризации; формирование предложений для составления проекта закона Кировской области об областном бюджете на соответствующий финансовый год и плановые периоды, предложений по изменению сводной бюджетной росписи, бюджетной росписи главного распорядителя средств областного бюджета; ведение бюджетной росписи главного распорядителя средств бюджета и внесение в нее изменений; доведение до получателей бюджетных средств объема бюджетных ассигнований, лимитов бюджетных обязательств, изменения объемов бюджетных ассигнований и лимитов бюджетных обязательств; ведение бюджетного учета доведенных бюджетных ассигнований, лимитов бюджетных обязательств, в том числе по отражению в учете операций по распределению бюджетных ассигнований, лимитов бюджетных обязательств по подведомственным бюджетополучателям; составление бюджетной сметы и расчетов к ней, подготовка изменений в бюджетную смету; подготовка предложений в кассовый план областного бюджета, сводную кассовую заявку на финансирование расходов главного распорядителя и получателей бюджетных средств; осуществление учета доходов областного бюджета, закрепленных за главным администратором доходов, своевременное уточнение кодов бюджетной классификации администрируемых доходов, взаимодействие с территориальным органом Федерального казначейства по Кировской области по операциям с поступающими доходами; ведение бюджетного учета администрируемых доходов; ведение бюджетного учета расчетов с дебиторами и кредиторами, проведение сверки расчетов, осуществление расчетов по договорам гражданско-правового характера, заключенных с физическими лицами, производить удержания налогов, осуществлять расчеты по платежам в государственные внебюджетные фонды; составление и своевременное представление отчетности во внебюджетные государственные фонды, налоговую инспекцию, ведение бюджетного учета операций по перечислению денежных средств с лицевых счетов, подготовка платежных поручений, заявок на перечисление денежных средств; ведение бюджетного учета расчетов с подведомственным учреждением по предоставленным субсидиям; участие в разработке примерного положения об оплате труда работников подведомственного учреждения, положений о материальном стимулировании руководителя подведомственного учреждения; подготовка проектов порядков по определению размеров субсидии на финансовое обеспечение государственных услуг (работ), оказываемых подведомственным учреждением, с учетом возмещения нормативных затрат др.
