Советник отдела выполняет следующие должностные обязанности: 1) осуществляет взаимодействие с казенным учреждением Омской области "Областной центр учета и казначейства" по предоставлению первичных учетных документов и сведений, необходимых для начисления заработной платы, ведения бухгалтерского учета и составления отчетности; 2) осуществляет подготовку, согласование изменений в штатные расписания Министерства и его территориальных органов; 3) выдает справки о начисленной заработной плате работникам Министерства по требованию; 4) осуществляет перераспределение бюджетных ассигнований между кодами классификации операций сектора государственного управления; 5) осуществлять контроль предоставления сводной бухгалтерской отчетности (далее – отчетность) государственных учреждений Омской области, находящихся в ведении Министерства (далее – Учреждения), в порядке, установленном Минфином Омской области; 6) осуществляет анализ информации о количестве зарплатных договоров (проектов) заключенных между Учреждениями и банками; 7) осуществляет контроль за оформлением решения о командировании, отчета о расходах подотчетного лица в автоматизированной системе "Смета"; 8) осуществляет доведение межбюджетных трансфертов, предоставляемых из областного бюджета бюджетам муниципальных образований (городского округа) Омской области в форме субсидий, субвенций и иных межбюджетных трансфертов, имеющих целевое назначение; 9) осуществляет прием отчетов органов местного самоуправления муниципальных образований (городского округа) Омской области о расходовании межбюджетных трансфертов в форме субсидий, субвенций и иных межбюджетных трансфертов; 10) осуществляет согласование и прием первичной документации для начисления и выплаты заработной платы, других выплат и платежей (распоряжений о приеме на работу (назначение на должность), увольнении (освобождении от должности), о предоставлении отпуска, о присвоении классного чина, о материальной помощи, о премировании и пр.) Министерства и его территориальных органов; 11) осуществляет контроль и анализ использования фонда оплаты труда Министерства и его территориальных органов; 12) осуществляет разработку, рассмотрение и согласование проектов нормативных правовых актов и других документов в рамках компетенции отдела. 13) составляет месячную, квартальную и годовую отчетность Министерства и его территориальных органов по вопросам оплаты труда; 14) ведет табель учета рабочего времени департамента, осуществлять прием и проверку табелей учета рабочего времени структурных подразделений Министерства; 15) составляет ежемесячно на основании первичных документов журнал операций № 6 (по оплате труда).
