Старший помощник капитана-первый помощник механика: является начальником членов судокоманды, выполняющих работы по палубной части и бытовому обслуживанию, механической и электротехнической частям; участвует в подготовке судна к плаванию; осуществляет планирование рейса и судовождение в любых условиях с применением подходящих методов прокладки путей, принимая во внимание стесненные воды, метеорологические условия, льды, ограниченную видимость, системы разделения движения, районы служб управления движением судов, районы с сильными приливами; в экстренных ситуациях координирует поисково-спасательные операции; организует и систематически проверяет несение вахты; обеспечивает безопасное плавание путем использования информации от навигационного оборудования и систем, облегчающих процесс принятия решений; организует и управляет судовым экипажем при авариях, возникающих во время плавания; осуществляет маневрирование и управление судном в любых условиях; эксплуатирует системы дистанционного управления двигательной установкой, системами и службами машинного отделения; управляет одиночным судном и составом при плавании по внутренним водным путям с использованием знаков береговой и плавучей навигационной обстановки, при прохождении крутых изгибов рек, мостов, шлюзов, подходе и отходе от причалов по течению и против него; принимает меры по обеспечению безопасности плавания, поддержанию порядка на судне, защите водной среды, предотвращению причинения вреда судну и находящимся на нем людям и оборудованию (грузу); планирует погрузку, размещение, крепление и выгрузку груза; обеспечивает меры безопасности при размещении и креплении грузов на судах с использованием всех имеющихся на судне данных, относящихся к погрузке и креплению груза; организует и обеспечивает функционирование на судне системы управления безопасностью;

Наличие среднего профессионального образования программы подготовки специалистов среднего звена или высшее образование специалитет, при наличии диплома помощника капитана или диплома вахтенного помощника капитана, свидетельства о прохождении специальных подготовок по направлению профессиональной деятельности.
