Специалист по кадрам выполняет следующие должностные обязанности: Анализ трудовой дисциплины и движения кадров: осуществляет регулярный анализ состояния трудовой дисциплины, выявляет основные тенденции и причины. Осуществляет полный цикл кадрового делопроизводства: своевременное и корректное оформление приема, перевода, перемещения, отстранения от работы, увольнения работников в строгом соответствии с трудовым законодательством Российской Федерациии локальными нормативными актами Учреждения. Готовит проекты приказов, трудовых договоров, дополнительных соглашений, уведомлений и других кадровых документов. Оформляет и выдает работникам Учреждения справки о трудовой деятельности, и другие необходимые документы. Оказывает консультационную помощь работникам Учреждения, руководителям структурных подразделений по вопросам применения трудового законодательства, оформления кадровых документов, соблюдения Правил внутреннего трудового распорядка, предоставления отпусков, оформления льгот и гарантий, а также по другим вопросам, входящим в компетенцию Отдела. Ведет личные карточки работников по форме Т-2, обеспечивая своевременное и точное внесение всех необходимых данных о работнике, его трудовой деятельности, образовании, семейном положении, воинском учете и т.д. Формирует, ведет и обеспечивает надлежащее хранение личных дел работников Учреждения, включая все необходимые документы (заявления, копии документов об образовании, приказы, трудовые договоры, аттестационные листы и т.д.).Своевременно вносит в личные дела все изменения, связанные с трудовой деятельностью работника, в том числе на основании сведений, предоставленных самими работниками (изменение фамилии, должности, переводы, поощрения, взыскания и т.п.). 6. Осуществляет работы по формированию, актуализации, ведению и хранению электронных баз данных по персоналу (численность, состав, движение кадров, отпуска, больничные листы, поощрения, взыскания и т.д.). Обеспечивает своевременное внесение изменений в справочную и нормативную информацию, используемую в кадровых информационных системах (1С:Зарплата и кадры государственного учреждения, электронный документооборот), для корректной обработки данных и формирования отчетности. 7. Ведет учет и контроль сроков предоставления всех видов отпусков работникам Учреждения (ежегодных основных и дополнительных, учебных, без сохранения заработной платы и др.). Осуществляет контроль за соблюдением утвержденных графиков очередных отпусков, своевременно информирует работников и руководителей подразделений о предстоящих отпусках, готовит проекты приказов на отпуск. 8. Осуществляет ведение табеля учета рабочего времени работников Учреждения (за исключением филиалов), фиксируя фактически отработанное время, неявки, сверхурочные работы, отпуска, больничные листы. Обеспечивает своевременную подачу табелей в бухгалтерию для расчета заработной платы.
