Старший инженер отдела контроля за строительством Управления градостроительных разрешений Администрации города Челябинска осуществляет прием и рассмотрение заявлений и документов,необходимых для подготовки разрешений на строительство и разрешений на ввод в эксплуатацию объектов капитального строительства, подготовки их проектов, согласования и выдачи застройщикам в установленном порядке; выполняет функции по подготовке поступивших в отдел заявлений для рассмотрения на комиссии, готовит решения, принятые на комиссии, извещает граждан о решениях, готовит акты приемки в эксплуатацию, уведомляет владельцев помещений о необходимости устранения замечаний, выявленных при сдаче объектов в эксплуатацию; выполняет осуществление проверок соответствия проектной документации и (или) схемы планировочной организации земельного участка на соответствие требованиям градостроительного плана земельного участка, утвержденной градостроительной документации, правилам землепользования и застройки; проводит мониторинг объектов капитального строительства, строящихся на территории города Челябинска, систематизирует полученную информацию и представляет ее начальнику и заместителю начальника отдела; ведет реестр строящихся и введенных в эксплуатацию объектов капительного строительства и осуществляет контроль продолжительности строительства объектов; осуществляет контроль исполнения мероприятий по вопросам градостроительной деятельности и благоустройству застраиваемых территорий, нормативно-правовых и проектных требований при строительстве, реконструкции зданий и сооружений на территории города Челябинска, и контролирует исполнение данных функций; осуществляет контроль за организационно-правовым и организационно-техническим порядком осуществления строительства объектов,зданий, строений, сооружений всех уровней ответственности и на всех стадиях, включая приемку в эксплуатацию законченных строительством объектов, соответствия возводимых зданий, строений, сооружений требованиям нормативно-технической и проектной документации; принимает участие в рассмотрении жалоб и обращений физических июридических лиц, индивидуальных предпринимателей и своевременной подготовке ответов по ним, контролирует сроки подготовки ответов.

Требования к образованию: высшее профессиональное образование, без предъявления требований к стажу работы. Функциональные квалификационные требования включают требования к правовым знаниям отраслевого законодательства, необходимого для реализации должностных обязанностей: Градостроительного кодекса Российской Федерации; Жилищного кодекса Российской Федерации; Земельного кодекса Российской Федерации; Кодекса Российской Федерации об административныхправонарушениях; Закона Челябинской области от 13.04.2015 № 154-3О О земельныхотношениях; иных правовых актов, регулирующих сферу деятельности подолжности.
