1. Осуществляет руководство отделом в соответствии с действующим законодательством и нормативно-правовыми актами.2. Осуществляет систематический контроль за своевременным и четким выполнением работниками подразделения своих должностных обязанностей.3. Разрабатывает перспективные и текущие планы организационно-методической работы учреждения, осуществляет контроль за их выполнением.4. Обеспечивает и контролирует выполнение сотрудниками отдела правил внутреннего трудового распорядка, противопожарной безопасности, охраны труда, санитарно-эпидемиологического режима.5. Оказывает консультативно-методическую помощь сотрудникам учреждения по своей специальности.6. Участвует в подготовке статистических отчетов, в том числе годового отчета, информационно-аналитических материалов.7. Содействует выполнению работниками отдела своих должностных обязанностей.8. Участвует в проведении занятий по повышению квалификации медицинского персонала по своей специальности.9. Планирует работу отдела и анализирует показатели его деятельности.10. Совершенствует организационные формы и методы работы персонала, внедряет мероприятия, направленные на повышение качества работы и улучшения организации труда.11. Организует и контролирует оформление списков доноров Калининградской области для представления к награждению нагрудным знаком Почетный донор России .12. Четко ведет документацию по сведениям о Почетных донорах России .13. Обеспечивает контроль над организацией постановки трансфузионной терапии в ЛПУ города и области.14. Осуществляет текущий контроль заготовки донорской крови, её компонентов и препаратов.15. Участвует в подготовке проектов приказов, методических рекомендаций и информационных писем по совершенствованию Службы крови.16. Участвует в подготовке медицинских работников города и области по вопросам Службы крови.

Меры социальной поддержки для медицинских работников: - единовременная выплата при первом трудоустройстве в медицинские учреждения Калининградской области в размере 450 000 руб. (с обязанностью работать в учреждении в течение не менее 5 лет); - компенсация найма жилья в размере 15 000 руб. в течение 3 лет; - компенсация расходов на переезд из других субъектов РФ до 100000 руб.; - денежная выплата за привлечение медицинских специалистов на работу в регион 50000 руб.
