Главный специалист обязан: 1. Своевременно и качественно выполнять приказы, распоряжения руководства и непосредственно начальника отдела, а также задания и распоряжения начальника отдела по любым вопросам, относящимся к деятельности отдела. 2. Участвовать от лица заказчика, в техническом надзоре за строительно-монтажными работами и в приемке законченных объектов. 3. Участвовать в контроле хода выполнения планов эксплуатации, соответствия объемов, сроков и качества работ, соответствие стандартам и техническим требованиям. 4. Изучать причины, вызывающие срывы сроков и ухудшения качества эксплуатационных работ, принимать меры по их предупреждению и устранению. 5. Осуществлять техническую приемку выполненных работ на объектах, оформлять необходимую техническую документацию. 6. Участвовать в мероприятиях, сопутствующих приемке на баланс филиала гидротехнических сооружений и земельных участков в собственность для их дальнейшей эксплуатации. 7. Вести учет эксплуатационных работ и подготавливать необходимые данные для составления отчетности о выполнении планов эксплуатации гидротехнических сооружений. 8. Своевременно представлять отчетность по гидротехническим сооружениям, находящимся на балансе филиала. 9. Участвовать в подготовке проектов, программ финансирования эксплуатационных работ. 10. Участвовать в подготовке перспективных и годовых проектов планов по эксплуатации гидротехнических сооружений и направлению средств федерального бюджета и бюджетов субъектов РФ, реализацию мероприятий, направленных на восстановление водных объектов, предотвращение и ликвидацию последствий вредного воздействия вод. 11. Участвовать в обследовании гидротехнических сооружений а также водохранилищ на предмет технического состояния их водоохраных зон и акваторий. 12. Вести наблюдения в соответствии с разрешительной документацией учреждения и участвовать в составлении проектов документации по договорной деятельности учреждения, а также принимать участие в выполнении этих работ. 13. Участвовать в подготовке документов: страхование, декларации безопасности, правил эксплуатации и ведении работ в направлении эксплуатации гидротехнических сооружений, находящихся на балансе Учреждения.

Высшее профессиональное образование, стаж работы не менее 3-5 лет в данной отрасли. Главный специалист должен знать: -Законодательные акты, постановления, распоряжения, приказы, технические, нормативные и методические документы. - Строительные нормы и правила. - Правила эксплуатации гидротехнических сооружений. - Основы ценообразования. - Нормативную документацию по безопасности гидротехнических сооружений. - Основы организации труда и управления. - Основы трудового законодательства. - Средства вычислительной техники, коммуникаций и связи. -Правила и нормы охраны труда, техники безопасности, производственной санитарии и противопожарной защиты.
