В целях реализации задач и функций, возложенных на отдел, главный специалист обязан: 1) принимать участие в формировании, утверждении и ведении плана-графика министерства и последующих изменений в план-график министерства; 2) определять и обосновывать начальную (максимальную) цену контракта, цену контракта, заключаемого с единственным поставщиком (подрядчиком, исполнителем), начальную цену единицы товара, работы, услуги, начальную сумму цен единиц товаров, работ, услуг, максимальное значение цены контракта; 3) осуществлять подготовку предложений о выборе способа определения поставщика (подрядчика, исполнителя); 4) осуществлять подготовку и размещение в единой информационной системе в сфере закупок извещений об осуществлении закупок и приложений к ним, документации о закупках (в случае, если Федеральным законом № 44-ФЗ предусмотрена документация о закупке) и проектов контрактов, осуществлять подготовку и направление приглашений, а также вносить изменения в указанные документы; 5) осуществлять подготовку и размещение в единой информационной системе в сфере закупок разъяснения положений извещения об осуществлении закупки, документации о закупке (в случае, если Федеральным законом № 44-ФЗ предусмотрена документация о закупке); 6) осуществлять подготовку протоколов заседаний комиссии по осуществлению закупок на основании решений, принятых членами комиссии по осуществлению закупок; 7) осуществлять подготовку и размещение в единой информационной системе в сфере закупок протоколов и проектов контрактов в соответствии с Федеральным законом № 44-ФЗ; 8) организовывать заключение контрактов; 9) разрабатывать проекты контрактов, заключаемых министерством с единственным поставщиком по результатам несостоявшихся конкурентных процедур.
