Начальник ЕДДС района обязан: разрабатывать предложения, структурным подразделениям администрации муниципального образования по вопросам, относящимся к компетенции ЕДДС; - осуществлять контроль над исполнением поступающих в ЕДДС района документов, планов работы, в части касающихся деятельности ЕДДС; - вносить в установленном порядке предложения по вопросам организации и совершенствования работы ЕДДС района, подбору кадров; - выполнять обязанности оперативного дежурного ЕДДС; - организовать поддержание устойчивой связи в любое время суток с главой муниципального образования, председателем районной КЧС и ОПБ, начальником отдела по делам ГО и ЧС; - составлять графики сменности, регулируя равномерную загруженность оперативных дежурных с учетом отпусков, больничных листов и других причин; - вести табель ежемесячного учета рабочего времени оперативных дежурных ЕДДС; - контролировать соблюдение всеми сотрудниками ЕДДС района трудовой дисциплины, проявление бдительности на рабочих местах и четкое выполнение своих функциональных обязанностей; - проводить работу по совершенствованию всех видов связи, оповещения, информации, ремонта и обеспечивать внедрение современных информационных технологий; - исключить ведение личных переговоров по городским, междугородним и международным телефонным линиям; - совершенствовать порядок сбора и оперативного обмена информацией в области защиты населения на территории района от чрезвычайных ситуаций природного и техногенного характера; - по указанию главы района, председателя районной КЧС и ОПБ, начальника отдела по делам ГО и ЧС обеспечивать быстрое персональное оповещение с вызовом на работу руководящего состава администрации муниципального образования, членов районной комиссии по ЧС и ОПБ, других лиц; - ежемесячно проводить анализ взаимодействия ЕДДС района и ДДС организаций района и давать оценку их деятельности; - осуществлять взаимодействие с организациями, имеющими силы постоянной готовности

Не менее 3 лет на оперативных должностях в сфере защиты населения и территорий,Прохождение программы повышения квалификации в области защиты от ЧС по установленной программе. Умения (что нужно уметь на практике): Организовывать работу ЕДДС и контролировать выполнение поставленных задач. Разрабатывать нормативно-методическую базу: регламенты взаимодействия с другими ДДС, службами жизнеобеспечения. Организовывать оперативно-техническую работу и дополнительное профессиональное образование персонала. Проводить занятия, тренировки и учения. Разрабатывать предложения по совершенствованию работы службы и повышению её технической оснащённости. Эффективно использовать в работе информационные системы, средства связи и другое оборудование. Добиваться того, чтобы подчинённые чётко выполняли свои обязанности.
