- выявляет детей-сирот и детей, оставшихся без попечения родителей; - ведёт учёт выявленных детей-сирот и детей, оставшихся без попечения родителей, и лиц из числа детей-сирот и детей, оставшихся без попечения родителей; - ведет личные дела подопечных в установленном федеральным законом порядке; - направляет сведения о детях в течение месяца, не устроенных на воспитание в семью, для учёта в региональном банке данных о детях, оставшихся без попечения родителей; - ведет учёт лиц, желающих усыновить (удочерить) детей; - производит немедленное отобрание ребёнка у родителей (одного из них) или у других лиц, на попечении которых он находится, при непосредственной угрозе его жизни или здоровью и незамедлительно уведомляет прокурора об отобрании ребёнка, обеспечивает временное устройство ребёнка; - принимает необходимые меры по защите прав и интересов детей в случаях смерти родителей, лишения их родительских прав, ограничения их в родительских правах, признания родителей недееспособными, болезни родителей, длительного отсутствия родителей, уклонения родителей от воспитания детей или от защиты их прав и интересов, в том числе при отказе родителей взять своих детей из воспитательных учреждений, лечебных учреждений, учреждений социальной защиты населения и других аналогичных учреждений, а также в других случаях отсутствия родительского попечения; - исполняет обязанности опекуна (попечителя) до устройства детей-сирот и детей, оставшихся без попечения родителей, на воспитание в семью или в учреждение, избирает формы устройства детей-сирот и детей, оставшихся без попечения родителей; - обращается в суд с иском о лишении родительских прав или об ограничении в них и участвует в принудительном исполнении решений, связанных с отобранием ребёнка и передаче его другому лицу (лицам); - проводит обследование условий жизни ребёнка, лица (лиц), претендующего на его воспитание, предоставляет суду акты обследования и основанные на нём заключения по существу спора; - проводит обследование условий жизни ребёнка и родителей, уклоняющихся от воспитания детей или от защиты их прав и интересов; - совместно с Администрациями муниципальных образований осуществляет подбор лиц, способных к выполнению обязанностей приёмных родителей, родителей-воспитателей, даёт заключение о возможности быть приёмными родителями, родителями-воспитателями; - осуществляет подготовку документов для устройства несовершеннолетних, лишившихся своих законных представителей под опеку (попечительство), в приёмные, патронатные семьи; - даёт согласие на усыновление ребёнка несовершеннолетних родителей при отсутствии у них родителей или опекунов, готовит материалы, необходимые для усыновления, участвует в судах по рассмотрению дел об установлении усыновления детей, имеет права требования отмены усыновления детей др функции
