The posting

2.1. Планирование закупок: - разработка план‑графиков, осуществление подготовки изменений для внесения в план-графики; - размещение план-графиков и внесенных в них изменений в единой информационной системе (далее - ЕИС); - организация обязательного общественного обсуждения закупок (при необходимости); - учёт результатов обсуждения при внесении изменений в документы. 2.2. Подготовка закупочных процедур: - составление закупочной документации (извещения, проекты контрактов, технические задания и т.д.); - обоснование начальной (максимальной) цены контракта; - проверка заданий от учреждения на соответствие законодательству; - взаимодействие с учреждением по устранению замечаний. 2.3. Проведение закупок: - размещение в ЕИС извещений, проектов контрактов, документации, разъяснений, изменений; - приём и регистрация заявок участников; - организационно‑техническое обеспечение работы закупочных комиссий; - оформление и размещение протоколов заседаний комиссий. 2.4. Контроль исполнения контрактов: - мониторинг хода исполнения обязательств поставщиками; - организация приёмки отдельных этапов и итоговых результатов; - создание приемочных комиссий; - привлечение экспертов для проверки соответствия результатов условиям контракта; - подготовка документов о приёмке или отказе от приёмки. 2.5. Работа с контрагентами: - взаимодействие с поставщиками при изменении или расторжении контрактов; - применение мер ответственности за нарушения условий контракта; - подготовка материалов для включения в реестр недобросовестных поставщиков; - ведение претензионной работы. 2.6. Документационное и информационное обеспечение: - формирование и хранение закупочной документации; - подготовка отчётов (в т. ч. об объёме закупок у СМСП); - ведение реестров контрактов и иных обязательных регистров; - обеспечение конфиденциальности информации. 2.7. Методическая и организационная работа: - консультирование сотрудников учреждения по вопросам закупок; - участие в разработке локальных нормативных актов; - повышение квалификации в соответствии с требованиями законодательства. 2.8. Выполнение требований антимонопольного комплаенса при проведении закупочных процедур. 2.9. Недопущение коррупционных правонарушений в своей деятельности. 2.10. При предоставлении мер социальной защиты (поддержки) населения, учитывает потребности работников социальной сферы в необходимых ресурсах (оборудования, материалов, медикаментов и т.д.) для обеспечения надлежащего приёма граждан, нуждающихся в социальной поддержке, с целью оперативной организации закупок в соответствии с требованиями законодательства.

Ведущий специалист в сфере закупок должен знать: - требования законов № 44‑ФЗ и № 223‑ФЗ и иных нормативных актов в сфере закупок; - основы гражданского, бюджетного, земельного, трудового и административного законодательства (в части закупок); - антимонопольное законодательство; - правила бухгалтерского учёта и статистики (в части закупок); - методы обоснования начальных (максимальных) цен контрактов; - порядок работы в ЕИС и на электронных площадках; - требования к оформлению закупочной и отчётной документации; - основы этики делового общения и конфликтологии; - правила охраны труда и пожарной безопасности.
