- Организует работу учреждения в соответствии с целями, предметом и видами деятельности и несет персональную ответственность за выполнение возложенных на учреждение задач; - Осуществляет выполнение программ, планов, мероприятий и поручений мэра, касающихся функций учреждения; - Организует размещение заказов на поставки товаров, выполнение работ, оказание услуг для муниципальных нужд в качестве Заказчика; - Контролирует исполнение заключенных муниципальных контрактов на соответствие объемов, сроков и качества выполненных работ; - Изучает причины, вызывающие срывы сроков исполнения контрактов, ухудшение качества выполненных работ, принимает меры по их предупреждению и устранению; - Осуществляет техническую приемку законченных объектов, оформляет необходимую техническую документацию, осуществляет функции строительного контроля; - Участвует в работе комиссий по приемке объектов в эксплуатацию после капитального ремонта, реконструкции и нового строительства; - Готовит проекты постановлений, распоряжений администрации в пределах своей компетенции; - Руководит деятельностью учреждения, обеспечивает выполнение стоящих перед ним задач, обеспечивает выполнение перспективных и текущих планов работы учреждения; - Распределяет обязанности между работниками; занимается подбором кадров, способствует повышению их квалификации; - Осуществляет другие полномочия в соответствии с законодательством Российской Федерации, законодательством Сахалинской области, нормативно-правовыми актами; - Представляет интересы учреждения в государственных органах, выдает работником доверенности от имени учреждения на предоставления интересов.
