Организовывать в установленном порядке: а) проведение обязательной сертификации аэродромов класса Г, Д, Е (кроме международных и категорированных), используемых в целях гражданской авиации и аэропортов, подконтрольных СВ МТУ Росавиации, а также юридических лиц, обеспечивающих воздушные перевозки (за исключением деятельности по аэронавигационному обслуживанию пользователей воздушного пространства Российской Федерации); б) ведение Государственного реестра гражданских аэродромов Российской Федерации класса Г, Д, Е и Государственного реестра аэропортов Российской Федерации, кроме международных и федеральных, подконтрольных СВ МТУ Росавиации; в) периодические проверки поисково-спасательных ВС. Организовывать и принимать участие в установленном порядке: а) инспекцию гражданских воздушных судов с целью оценки их летной годности и выдачи соответствующих документов; б) проведение обязательной сертификации юридических и физических лиц, осуществляющих и обеспечивающих коммерческие воздушные перевозки, выполняющих авиационные работы; в) проведение обязательной сертификации юридических лиц и индивидуальных предпринимателей, осуществляющих техническое обслуживание воздушных судов. Обеспечивать руководство по вопросам: а) аэропортовой деятельности и управления государственным имуществом; б) организации проведения на предприятиях и в учреждениях, находящихся в ведении СВ МТУ Росавиации, проверки использования имущественного комплекса; в) воздушных перевозок; г) выполнения в установленном порядке проведения инспекционного контроля летной годности гражданских воздушных судов; е) реализации организационно-технических мероприятий в области поддержания летной годности гражданских воздушных судов; ж) инспектирования предприятий, организаций, подразделений, осуществляющих техническое обслуживание гражданских воздушных судов, а также другой авиационной техники; з) сертификации инженерно-технического персонала по вопросам технической эксплуатации воздушных судов, соблюдения правил и процедур профессиональной подготовки авиационного персонала и персонала органов УВД; и) взаимодействия со службами поискового аварийно-спасательного обеспечения полетов (СПАСОП) подведомственных СВ МТУ Росавиации авиапредприятий.

Уровень профессионального образования - не ниже специалитета, магистратуры.
