Ideal Candidate Profile

We are looking for professional with some hands-on project coordination or delivery experience beyond entry level. Public sector and data platform experience would be an advantage. The candidate should have good stakeholder management skills, be comfortable working with business users, technical teams and vendors, and be willing to build familiarity with the organisation’s governance processes and technology environment.

Role Overview

The Project Manager will coordinate the planning, implementation and delivery of ICT, data and digital transformation projects across the organisation. Projects may include enterprise applications, data platforms or business process improvements. The incumbent will work with relevant teams to meet applicable public sector governance, cybersecurity and data management requirements.

The role requires close collaboration with business stakeholders, technical teams, vendors and government agencies to deliver projects that support organisational and Whole-of-Government objectives.

Key Responsibilities

Data Platform and Analytics Delivery

  • Coordinate the delivery and enhancement of enterprise data platforms, data lakes, data warehouses and analytics solutions with support from technical teams and vendors.
  • Coordinate with business and data stakeholders to identify data requirements, reporting needs and analytics opportunities.
  • Track and coordinate data integration activities involving structured and unstructured data across multiple systems.
  • Support the implementation of data governance, data quality and data security controls.
  • Work with data engineers, architects, analysts and vendors to ensure data solutions meet business and operational requirements.
  • Manage dependencies between business applications, integration platforms and data ecosystems.

Government and Public Sector Stakeholder Management

  • Engage agencies, statutory boards and Whole-of-Government stakeholders to ensure alignment of project objectives and deliverables.
  • Navigate public-sector governance processes, approvals and procurement requirements.
  • Prepare submissions, briefing papers and project updates for senior management and governance committees.
  • Coordinate across multiple divisions and agencies to manage project risks, dependencies and policy considerations.

Relevant Experience

· Around 5-7 years of relevant working experience in coordinating or delivering ICT, digital transformation or data-related projects. Candidates with comparable transferable experience may also be considered.

· Experience delivering projects within or for the Singapore Public Service, Statutory Boards or Government-linked organisations is preferred, but not essential.

· Experience supporting or coordinating system implementation, data platform or business process improvement projects.

· Experience coordinating cross-functional teams, which may include business users, vendors, architects, cybersecurity specialists and operations teams.

· Experience working with vendors and stakeholders. Exposure to contract management would be an advantage.

Preferred Experience

  • Experience working with government data policies, data governance frameworks and regulatory requirements.
  • Experience supporting or delivering data platforms, data lakes, data marts or analytics solutions would be an advantage.
  • Experience in business intelligence and analytics solutions such as Power BI, Tableau or equivalent platforms.
  • Knowledge of Agile, Scrum and hybrid project delivery methodologies.
  • PMP, PRINCE2, Scrum Master or equivalent certification would be an advantage, but is not required.
