Tâches

En tant que plus grande commune du canton de Soleure, la ville d-Olten est confrontée à des développements urbains variés. Suite au départ à la retraite du titulaire actuel, nous recherchons pour le département construction, à partir du 1er août 2027, une personne qualifiée qui prendra la direction de projet côté maître d-ouvrage pour les nouvelles constructions, les extensions ainsi que les projets exigeants de transformation et de rénovation.

Dans cette fonction, vous accompagnez les projets de construction municipaux depuis l-initiation du projet et l-analyse des besoins jusqu-à la planification, la réalisation, la remise et la clôture du projet. Vous coordonnez les exigences du propriétaire, des utilisateurs et de l-exploitation, dirigez l-organisation du projet côté maître d-ouvrage et gérez la collaboration avec les planificateurs externes ainsi que les autres parties prenantes du projet. Vous accompagnez également les concours, les acquisitions de planificateurs et les procédures d-attribution selon le droit des marchés publics. Vous surveillez le respect de la qualité, des coûts et des délais, et élaborez les budgets de projet, les bases de décision, les rapports et les demandes pour les instances politiques. La participation à la planification des investissements et au développement de normes et processus durables complète votre champ d-activités.

Exigences

Pour cette tâche à responsabilité, vous disposez d-un diplôme tertiaire (FH, ETH, HF ou équivalent) en architecture, génie civil, technique du bâtiment ou dans une discipline technique apparentée. Vous possédez une solide expérience dans la gestion de projets de construction et de planification et êtes parfaitement familiarisé avec les phases de projet SIA ainsi que les processus de planification et de construction. Vous vous distinguez par une manière de travailler autonome et structurée et communiquez de manière claire et adaptée à votre public. Des connaissances en droit des contrats et en droit des marchés publics complètent idéalement votre profil ou sont considérées comme un avantage.
