The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $87,000.00 to $104,375.00.

This position is Exempt under the FLSA.

About the Position

The Programmer/Analyst Senior leads software development efforts and drives technical excellence across the team. The Programmer Analyst Senior architects, builds, and delivers modern applications while leveraging AI-powered development tools to accelerate delivery. Responsibilities include full-stack development, system design, CI/CD pipeline management, code review, mentoring developers, and building scalable, maintainable software solutions that serve the court and its users.

Position Qualifications

Education:

  • Bachelor’s degree in Computer Science or related field.

Experience:

  • Three (3) years of related experience, that includes software system design, programming and/or software systems and software support

OR

Combined education and experience qualifications:

  • An equivalent combination of post-secondary education and job-related experience may substitute on a year-for-year basis.

Our Preferred Candidate has:

  • Experience in managing small teams.
  • Experience in UI and UX design.
  • Experience in converting Crystal Reports to SSRS technologies
  • Experience working in a Production Support environment
  • One (1) year or more of experience in .NET and web application development
  • Eight (8) years or more of experience in .NET and SQL and other Microsoft technologies
  • Two (2) years or more of experience in Angular
  • Four (4) years or more of experience in JavaScript
  • One (1) year or more of experience in test driven development and unit testing

Knowledge, skills, and abilities:

Knowledge of:

  • Relational database design, stored procedure creation, and query building using SQL Server
  • Page layout using HTML5, CSS3, and Bootstrap
  • C#, ASP.NET MVC/Web Forms, and ASP.NET Core
  • VBScript and (classic) ASP
  • Angular 2/TypeScript
  • Microsoft IIS 7/10, Self-Hosted server
  • Architecture principles, OOPS, Unit testing and Test-Driven Development

Skill in:

  • Crystal Reports
  • Creating and maintaining SSRS Reports
  • Analytical, critical thinking and problem solving
  • Structured source control using Microsoft Team Foundation Server
  • Angular, JQuery and JavaScript
  • Design patterns and OOPS
  • Agile process
  • Microsoft .net and web application
  • Database performance evaluation and data forensics
  • VB6/COM Objects

Ability to:

Essential Job Tasks

  • Interacts in a team setting with co-workers including other programmers, database administrators and business analysts.
  • Leads software development efforts and drives technical excellence across the team.
  • Architects, builds, and delivers modern applications while leveraging AI-powered development tools to accelerate delivery
  • Works independently to develop solutions for complex business and technical problems.
  • Supports deployment of applications into production and maintain after release.
  • Coordinates with other team members to brainstorm and create new processes for the Judicial Branch to use in day-to-day operations.
  • Focuses continually on developing business knowledge and product/feature expertise.
  • Utilizes source control to label, package, and deploy applications utilizing best practices procedures/techniques.
  • Follows industry practices of analysis, design, development, testing, deployment, and maintenance/production support of custom applications software.
  • Tests developed applications for accuracy, efficiency, and stability.
  • Coordinates with other team members to assist on a variety of other development needs and practices.
  • Mentors and trains less experienced staff members.
  • Assists on customer support issues resolving any application issues and/or errors.

Working conditions:

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County. This position may be reassigned to other locations. Assignments will be made based upon the needs of the department.
