The posting

The MEP QA/Cx Manager serves as the Owner’s Representative responsible for providing technical quality assurance and quality control oversight of mechanical, electrical, plumbing, fire protection, and controls systems throughout the design, construction, startup, commissioning, and turnover phases of semiconductor facility projects. This role acts on behalf of the client to ensure MEP systems are designed, coordinated, installed, tested, and commissioned in accordance with project requirements, approved design documents, engineering standards, and operational objectives. This role works closely with project teams, design-build partners, contractors, commissioning agents, and client stakeholders to identify risks, resolve technical issues, and promote successful project delivery.

Minimum Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, or a related technical discipline; equivalent experience may be considered.
  • 7+ years of experience supporting MEP design, construction, commissioning, QA/QC, or owner’s representative activities on commercial, industrial, mission-critical, semiconductor, pharmaceutical, or advanced manufacturing projects.
  • Strong understanding of mechanical, electrical, plumbing, fire protection, and controls systems.
  • Experience reviewing engineering drawings, specifications, submittals, BIM models, commissioning documentation, and construction quality records.
  • Familiarity with design-build project delivery and contractor quality management processes.
  • Strong understanding of commissioning, startup, testing, and turnover processes.
  • Ability to identify technical risks, quality deficiencies, and constructability concerns and facilitate resolution across project stakeholders.
  • Strong communication, coordination, and problem-solving skills.
  • Proficiency in Microsoft Office Suite, Bluebeam, Procore, Autodesk Construction Cloud, or similar construction management platforms.

Duties and Responsibilities:

Design Management and Technical Review

  • Review MEP submittals for compliance with approved drawings, specifications, engineering standards, and project requirements.
  • Coordinate technical reviews with client engineering teams, project stakeholders, and design-build partners to ensure review comments are addressed in accordance with project schedules.
  • Identify design gaps, coordination conflicts, reliability concerns, and deviations from project requirements, and facilitate their resolution.
  • Support review of engineering documents, shop drawings, equipment data, design revisions, and technical change requests.

BIM Coordination Oversight

  • Provide owner-side oversight of the Design-Build Team’s BIM coordination process.
  • Verify coordinated models remain aligned with approved designs, engineering standards, and project requirements.
  • Monitor interdisciplinary coordination efforts and support resolution of conflicts impacting MEP systems.

Field Quality Oversight

  • Perform routine field observations of MEP installations to verify general conformance with approved plans, specifications, coordinated models, and project standards.
  • Identify quality issues, installation deficiencies, and non-conforming work requiring corrective action by contractors and trade partners.
  • Track quality observations, inspections, corrective actions, and issue resolution through project completion.
  • Support QA/QC inspections, testing programs, punch list development, and closeout activities.

Commissioning and Startup Oversight

  • Provide technical oversight of commissioning activities on behalf of the client.
  • Monitor commissioning progress, review test results, and evaluate technical issues that arise during startup and commissioning.
  • Facilitate resolution of commissioning deficiencies and ensure corrective actions are completed and documented.
  • Support review of commissioning documentation, startup reports, test procedures, and turnover packages
  • Verify systems are commissioned and delivered in accordance with project requirements and operational expectations.

Stakeholder Coordination and Reporting

  • Coordinate with project managers, design teams, contractors, commissioning agents, and client stakeholders to support successful project delivery.
  • Participate in design reviews, coordination meetings, QA/QC discussions, commissioning reviews, and project status meetings.
  • Provide clear reporting on quality performance, technical issues, risks, corrective actions, and commissioning status.
  • Support continuous improvement initiatives and lessons learned efforts to enhance project quality and delivery performance.
  • Perform additional duties as assigned by Management.
