ABOUT THE ROLE

We’re looking for an accomplished Director to lead four connected pillars of KOHO’s Compliance function: the Financial Crime Office, Regulatory Relations, Complaints Management, and second-line Compliance Testing. Reporting to the Chief Compliance Officer, you will own how KOHO detects and disrupts financial crime, how we show up in front of our regulators, how we resolve customer complaints fairly, and how we independently test that our compliance controls actually work.

It is a broad mandate, and deliberately so — these are the areas where evidence matters most. You will bring the discipline, documentation quality, and executive presence to make KOHO’s control environment demonstrably effective, while keeping the customer experience in view.

WHAT YOU’LL BE DOING

FINANCIAL CRIME OFFICE (DEPUTY CHIEF AML OFFICER)

- Lead KOHO’s AML/ATF and sanctions compliance program in accordance with the PCMLTFA and its regulations, and own the enterprise money laundering, terrorist financing, and sanctions risk assessment.

- Oversee transaction monitoring, alert and case management, enhanced due diligence, sanctions screening, and suspicious transaction reporting, including the quality and timeliness of regulatory reporting to FINTRAC.

- Direct KYC and customer risk rating standards, and partner with the Financial Intelligence Unit (FIU) to close typology gaps between fraud and financial crime detection.

- Own the two-year AML effectiveness review, resulting remediation, and financial crime training.

REGULATORY RELATIONS

- Serve as the central point of coordination for regulators, owning the cadence, quality, and consistency of KOHO’s regulatory correspondence and submissions.

- Lead the end-to-end management of regulatory examinations, reviews, and information requests, including planning, evidence collection, response quality control, and issue tracking.

- Own the regulatory findings and commitments register, driving remediation to validated closure.

- Maintain the inventory of regulatory filings and the record of regulatory engagement, and prepare executives and subject matter experts for regulatory meetings.

COMPLAINTS MANAGEMENT

- Own KOHO’s enterprise complaints management program, including policy, procedures, escalation pathways, and service standards.

- Oversee handling of escalated and designated complaints, ensuring fair, timely, well-reasoned outcomes and clear written responses to customers.

- Manage case flow with the external complaints body and oversee reporting to the FCAC and other applicable authorities.

- Deliver complaints reporting and root cause analysis, converting complaint themes into product, process, and disclosure improvements that advance fair treatment of customers.

COMPLIANCE TESTING

- Own the design and delivery of KOHO’s independent Compliance Testing Program, including methodology, quality standards, and reporting.

- Develop the annual risk-based testing plan, scoped and prioritized from the regulatory obligations inventory and known risk concentrations; Collaborate with Operational Risk Management (ORM) on the selection of compliance controls.

- Maintain a quality assurance process over testing outputs, including work performed by co-source or business process outsourcing partners, and report results and thematic conclusions into senior management and/or Board-level reporting.

TEAM LEADERSHIP AND INDUSTRY ENGAGEMENT

- Lead, coach, and develop a multi-disciplinary team across financial crime, testing, and complaints, building bench strength and clear career paths.

- Partner with Compliance Advisory and Privacy, Operational Risk, Internal Audit, Legal, and FIU to ensure integrated risk oversight.

- Represent KOHO externally in industry associations, peer forums, and financial crime intelligence networks, staying ahead of emerging typologies, fraud trends, and regulatory developments.

- Prepare and present decision-ready reporting to senior management and applicable Board-level committees.

AI, AUTOMATION AND INNOVATION

- Apply AI, machine learning, RPA, and advanced analytics to transaction monitoring tuning, alert triage, complaints classification, and compliance testing.

- Lead the development of automated testing scripts, intelligent workflows, and advanced reporting to increase coverage.

- Evaluate and implement emerging RegTech and financial crime technology, and maintain model governance and tuning documentation for detection systems.

WHO YOU ARE

- You have 10+ years of experience across AML and financial crime, compliance testing or audit, regulatory relations, or complaints within financial services.

- You have deep working knowledge of Canadian consumer protection, AML, retail banking or payments, and privacy legislation.

- You have direct experience managing regulatory examinations or information requests, and you’re composed under that kind of scrutiny.

- You bring rigour to evidence and documentation — you believe a control that cannot be demonstrated has not been performed — and you deliver unwelcome findings constructively.

- You’ve worked in regulated fintech, neobank, or direct-to-consumer financial institutions, you’re passionate about empowering financial wellness, and a relevant designation (CAMS, CFE, CIA, CPA, CRCM, or equivalent) is an asset.

The budgeted salary range for this role is $190,000-230,000 CAD / year.

CE QUE VOUS FEREZ

BUREAU DE LA CRIMINALITÉ FINANCIÈRE

- Diriger le programme de KOHO en matière de lutte contre le blanchiment d’argent et le financement des activités terroristes (LBA/FT), ainsi que de conformité aux sanctions, conformément à la Loi sur le recyclage des produits de la criminalité et le financement des activités terroristes (LRPCFAT) et à ses règlements. Être responsable de l’évaluation à l’échelle de l’entreprise des risques liés au blanchiment d’argent, au financement des activités terroristes et aux sanctions.

- Superviser la surveillance des transactions, la gestion des alertes et des dossiers, les mesures de vigilance renforcées, le filtrage des sanctions et la déclaration des opérations douteuses, notamment la qualité et la ponctualité des déclarations réglementaires auprès du Centre d’analyse des opérations et déclarations financières du Canada (CANAFE).

- Diriger les normes relatives à la connaissance du client (KYC) et à l’évaluation du niveau de risque des clients, et collaborer avec l’Unité du renseignement financier (URF) afin de combler les écarts entre la détection de la fraude et celle des activités criminelles financières.

- Être responsable de l’examen biennal de l’efficacité du programme de LBA/FT, du suivi des mesures correctives qui en découlent et de la formation en matière de criminalité financière.

RELATIONS AVEC LES ORGANISMES DE RÉGLEMENTATION

- Agir comme point de coordination central auprès des organismes de réglementation et être responsable de la fréquence, de la qualité et de la cohérence de la correspondance et des déclarations réglementaires de KOHO.

- Diriger la gestion de bout en bout des examens réglementaires, des évaluations et des demandes de renseignements, notamment la planification, la collecte des éléments probants, le contrôle de la qualité des réponses et le suivi des enjeux.

- Être responsable du registre des constats réglementaires et des engagements, et piloter les mesures correctives jusqu’à leur résolution confirmée.

- Tenir à jour l’inventaire des déclarations réglementaires et le registre des interactions avec les organismes de réglementation, et préparer la direction ainsi que les spécialistes concernés aux rencontres réglementaires.

GESTION DES PLAINTES

- Être responsable du programme de gestion des plaintes à l’échelle de KOHO, notamment des politiques, des procédures, des mécanismes d’escalade et des normes de service.

- Superviser le traitement des plaintes transmises à un niveau supérieur et des plaintes désignées, en veillant à ce que les décisions soient équitables, rendues en temps opportun et bien motivées, et que les réponses écrites aux clients soient claires.

- Gérer le cheminement des dossiers auprès de l’organisme externe de traitement des plaintes et superviser les déclarations à l’Agence de la consommation en matière financière du Canada (ACFC) ainsi qu’aux autres autorités compétentes.

- Produire les rapports sur les plaintes et les analyses des causes profondes, et transformer les tendances observées en améliorations aux produits, aux processus et aux communications, afin de favoriser un traitement équitable des clients.

TESTS DE CONFORMITÉ

- Être responsable de la conception et de la réalisation du programme indépendant de tests de conformité de KOHO, notamment de la méthodologie, des normes de qualité et de la production de rapports.

- Élaborer le plan annuel de tests fondé sur les risques, en établissant sa portée et ses priorités à partir de l’inventaire des obligations réglementaires et des concentrations de risques connues. Collaborer avec la gestion des risques opérationnels (GRO) à la sélection des contrôles de conformité.

- Maintenir un processus d’assurance qualité pour les résultats des tests, y compris les travaux réalisés par des partenaires de co-impartition ou d’impartition de processus opérationnels, et présenter les résultats ainsi que les conclusions thématiques à la haute direction ou dans les rapports destinés au conseil d’administration.

LEADERSHIP D’ÉQUIPE ET RAYONNEMENT DANS LE SECTEUR

- Diriger, accompagner et faire progresser une équipe multidisciplinaire en criminalité financière, en tests de conformité et en gestion des plaintes, en développant la relève et des parcours professionnels clairs.

- Collaborer avec les équipes Services-conseils en conformité et Protection des renseignements personnels, Risques opérationnels, Audit interne, Affaires juridiques et URF afin d’assurer une surveillance intégrée des risques.

- Représenter KOHO auprès d’associations sectorielles, de groupes de pairs et de réseaux de renseignement sur la criminalité financière, et demeurer au fait des nouvelles typologies, des tendances en matière de fraude et de l’évolution de la réglementation.

- Préparer et présenter des rapports axés sur la prise de décision à la haute direction et aux comités pertinents du conseil d’administration.

INTELLIGENCE ARTIFICIELLE, AUTOMATISATION ET INNOVATION

- Utiliser l’intelligence artificielle, l’apprentissage automatique, l’automatisation robotisée des processus (ARP) et l’analytique avancée pour optimiser le paramétrage de la surveillance des transactions, le triage des alertes, la classification des plaintes et les tests de conformité.

- Diriger l’élaboration de scripts automatisés de tests, de flux de travail intelligents et de rapports avancés afin d’accroître la couverture des contrôles.

- Évaluer et mettre en œuvre des solutions émergentes de technologie réglementaire et de technologie de lutte contre la criminalité financière, et maintenir la documentation relative à la gouvernance des modèles et au paramétrage des systèmes de détection.

PROFIL RECHERCHÉ

- Vous possédez au moins 10 ans d’expérience dans un ou plusieurs des domaines suivants au sein des services financiers : lutte contre le blanchiment d’argent et la criminalité financière, tests de conformité ou audit, relations avec les organismes de réglementation ou gestion des plaintes.

- Vous avez une connaissance approfondie de la protection des consommateurs au Canada, de la lutte contre le blanchiment d’argent, des services bancaires de détail ou des paiements, ainsi que des lois relatives à la protection des renseignements personnels.

- Vous avez de l’expérience directe dans la gestion d’examens réglementaires ou de demandes de renseignements, et vous demeurez calme et posé sous ce type de pression.

- Vous faites preuve de rigueur dans la gestion des éléments probants et de la documentation — pour vous, un contrôle qui ne peut pas être démontré n’a pas été exécuté — et vous savez communiquer les constats défavorables de façon constructive.

- Vous avez travaillé dans une entreprise de technologie financière réglementée, une néobanque ou une institution financière s’adressant directement aux consommateurs. Vous avez à cœur de favoriser la santé financière et une certification pertinente — CAMS, CFE, CIA, CPA, CRCM ou équivalent — constitue un atout.
