The posting

Koniag IT Systems, LLC a Koniag Government Services company, is seeking an Assistant Program Manager with a TS/SCI security clearance to support KITS and our government customer in Fall Church, VA.

Benefits include medical, dental, and vision insurance, 401(k) retirement plan, paid time off, paid parental leave, life and disability insurance, flexible spending accounts, commuter benefits and tuition reimbursement. The Deputy Program Manager (DPM) supports the Program Manager (PM) in the overall leadership, execution, and administration of the contract. The DPM serves as the PM’s principal deputy and assists in managing personnel, contract performance, customer relationships, financial execution, deliverables, schedules, risks, and day-to-day program operations. The DPM works closely with Team Leads, functional leads, corporate leadership, and Government stakeholders to ensure contract requirements are met and personnel are effectively aligned to customer priorities. In the Program Manager’s absence, the DPM may act on the PM’s behalf for routine program operations and customer coordination within delegated authority. Key Responsibilities: Program Management and Execution:

Assist the Program Manager in directing day-to-day contract operations and ensuring successful execution of contract requirements. Translate Government priorities and contract requirements into actionable tasks for Team Leads and program personnel. Track program milestones, deliverables, schedules, action items, and performance objectives. Coordinate activities across teams to ensure work remains aligned with program priorities and contractual requirements. Identify execution issues and recommend corrective actions to the Program Manager. Maintain awareness of contract scope and help prevent unauthorized or out-of-scope work. Personnel and Team Leadership Provide leadership and guidance to Team Leads and program personnel. Assist Team Leads with personnel assignments, workload management, performance issues, and customer requirements. Support recruiting, onboarding, retention, succession planning, and personnel transitions. Help identify staffing gaps and coordinate with corporate recruiting and management to fill critical positions. Mentor Team Leads and employees and promote professional development across the program. Assist the PM with employee performance assessments, recognition, awards, and corrective actions when necessary.

Government Customer Engagement:

Develop and maintain productive professional relationships with Government leadership, CORs, Government Program Managers, and other stakeholders. Participate in customer meetings, program reviews, planning sessions, and working groups. Help identify emerging Government requirements, priorities, concerns, and opportunities. Ensure customer requests and concerns are communicated to the appropriate Team Leads and resolved in a timely manner. Maintain open communication with the customer while ensuring contractual and corporate reporting relationships are respected. Financial and Contract Management Assist the PM with monitoring program funding, labor utilization, burn rates, staffing levels, and other financial performance indicators. Review labor charging and staffing information for accuracy and potential issues. Support funding forecasts and estimates for future staffing and program requirements. Coordinate with contracts, finance, HR, recruiting, security, and other corporate functions as required. Assist in monitoring subcontractor and consultant performance when applicable. Support contract modifications, option-year planning, funding actions, and other contract administration activities.

Quality Assurance and Deliverables:

Review program deliverables for quality, accuracy, completeness, and compliance before submission when directed by the PM. Help establish consistent standards for reports, briefings, status updates, and other program products. Track Government feedback and ensure required corrections or follow-up actions are completed. Promote continuous improvement in program processes and documentation. Risk and Issue Management Identify programmatic, staffing, financial, contractual, security, schedule, and performance risks. Maintain or support the program risk register and associated mitigation activities. Elevate significant risks and issues to the Program Manager promptly. Coordinate corrective actions with Team Leads and functional personnel. Track issues through resolution and document lessons learned when appropriate. Business Growth and Customer Support Support the PM in identifying potential contract growth opportunities arising from legitimate customer requirements. Help assess emerging requirements, staffing needs, and potential scope expansion. Provide operational and technical input for proposals, task orders, contract extensions, recompetes, and related business-development activities. Assist in demonstrating program capabilities and past performance to corporate and Government leadership. Relationship with Team Leads The Deputy Program Manager provides program-level coordination and oversight while Team Leads remain responsible for the daily execution and technical or functional management of their respective teams. The DPM should empower Team Leads rather than unnecessarily replace their authority. Team Leads should have direct access to the DPM and Program Manager for significant personnel, customer, contractual, resource, and performance matters. The DPM is responsible for helping ensure that Team Leads operate as an integrated program rather than as independent teams. Decision Authority Within authority delegated by the Program Manager, the Deputy Program Manager may: Coordinate daily program operations. Assign or reprioritize program-level actions. Direct Team Leads to address schedule, quality, staffing, or performance issues. Represent program management during routine Government and corporate meetings. Coordinate responses to customer requirements. Approve routine administrative actions when specifically delegated by the PM. Act as the Program Manager during temporary absences when formally designated. Matters involving significant contractual commitments, personnel actions, financial commitments, changes in scope, or commitments to the Government should be coordinated with the Program Manager and appropriate corporate authorities.

Qualifications:

Bachelor’s degree in business, management, engineering, national security, information technology, or a related discipline; advanced degree preferred. Demonstrated experience supporting or managing complex Government programs. Experience leading multidisciplinary teams in a matrixed environment. Strong understanding of Federal or DoD contracting environments. Experience with personnel management, financial tracking, risk management, schedules, deliverables, and customer engagement. Strong written and verbal communication skills. Ability to work effectively with senior Government officials, corporate leadership, technical personnel, and support staff. Demonstrated ability to resolve difficult personnel and programmatic issues while maintaining productive customer relationships. Ability to prioritize competing requirements in a fast-paced environment. PMP or comparable program/project management certification preferred. Active security clearance at the level required by the contract.

Desired Leadership Attributes:

The successful Deputy Program Manager should demonstrate sound judgment, integrity, accountability, initiative, and discretion. The individual must be comfortable operating with considerable independence while understanding when an issue requires Program Manager involvement. The DPM should be a collaborative leader who develops Team Leads, builds strong customer relationships, anticipates problems, communicates difficult issues early, and focuses on achieving measurable program results. Above all, the Deputy Program Manager serves as an extension of the Program Manager, providing leadership continuity, strengthening the management team, and helping ensure the program consistently meets Government mission requirements and corporate performance expectations.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
