Koniag IT Systems, LLC (KITS), a Koniag Government Services company, is seeking an experienced Program Manager to lead a large-scale, multi-disciplinary IT services contract supporting the U.S. Army Materiel Command (AMC) Chief Information Officer (CIO), G6. The G6 directs all command, control, communications, and information technology functions across AMC and its subordinate commands, and this program delivers comprehensive mission systems support. The ideal candidate is a seasoned IT program leader with a demonstrated ability to manage complex, multi-functional task orders. This is an onsite position in Huntsville, AL. Position Description: The Program Manager will serve as the single point of contact between the Contractor and the Government, providing overall technical and management leadership for all Performance Work Statement (PWS) requirements across the full scope of the AMC G6 mission systems support contract. Principal responsibilities will include but are not limited to:
Providing overall program leadership, establishing goals and plans to ensure all technical, schedule, cost, and quality requirements are met across all task areas Directing and controlling all program activities, holding overall responsibility for financial management, staffing, subcontractor oversight, and resource allocation across the contract's base and option periods Developing and maintaining comprehensive program management plans encompassing scope, schedule, budget, resources, risk, and quality Leading internal teams, subcontractors, and key personnel to ensure smooth and compliant program delivery Proactively monitoring and controlling program performance through KPI tracking, risk and issue management, and change request handling; providing regular and accurate status updates Serving as the primary liaison in client negotiations and interfacing with senior Government leadership, including participation in Program Management Reviews Overseeing the development and submission of required CDRLs Developing and maintaining a Recruitment and Retention Plan to ensure continuity of qualified personnel, including surge support capability Ensuring compliance with all applicable Army, DoD, and federal regulations, including security, OPSEC, training, and personnel clearance requirements Managing escalation and resolution of risks, issues, and resource constraints across all task areas, coordinating directly with AMC directorates and stakeholders to maintain alignment with Army IT governance and processes
Education and Experience:
Bachelor's degree in a business-related field from an accredited college or university Minimum of 10 years of work experience managing government programs Working knowledge and experience managing technology, software, and IT infrastructure programs Understanding of cloud technologies (e.g., AWS, Azure, GCP, Oracle) and hybrid cloud environments Exceptional leadership, communication, and interpersonal skills, with the ability to interface effectively with senior Government leadership, technical teams, and non-technical stakeholders Demonstrated ability to manage large, multi-functional IT services contracts with diverse technical scope Strong financial management skills, including budget tracking, cost control, and resource planning across base and option periods Proven experience managing subcontractors and multi-tiered program teams Experience developing and executing program management plans covering scope, schedule, budget, risk, and quality Familiarity with ITIL v4 and CMMI best practices Knowledge of Army and DoD IT governance processes Experience managing CDRL deliverables, program reviews, and Government reporting requirements
Other responsibilities:
Ability to obtain and maintain contract required clearance level Perform other duties as assigned by leadership team
