Help shape the future workforce of Lancashire

Do you have significant knowledge of the technical education and skills sector, including apprenticeship programmes, T levels and standards, and the wider government policy agenda relating to technical education, apprenticeships, skills development, and helping businesses grow? If you do then this role is for you.

We are looking for a motivated and proactive team member to support the evolution of technical education activity and Lancashire Skills Pledge.

This is an exciting opportunity to work at the heart of Lancashire's skills agenda, helping employers navigate apprenticeships, technical education, funding opportunities, and workforce development support.

About the role

In this role, you will play a key role in supporting Lancashire businesses to enable them to recruit, develop and retain talent through apprenticeships and technical education pathways.

Working closely with employers, schools, colleges, training providers, universities, local authorities, and government partners, you will help deliver high-profile initiatives that improve employment opportunities and equip businesses with the skills they need to grow.

You will be responsible for managing the Young Apprenticeship Grant Programme, supporting the growth of the Lancashire Skills Pledge, and acting as an ambassador for apprenticeships across Lancashire.

You will also stay up to date with developments in apprenticeships, T Levels, Higher Technical Qualifications, and wider technical education policy, translating complex information into practical guidance for employers and stakeholders.

What you'll be doing

  • Support and monitor the Lancashire Young Apprenticeship Grant programme.
  • Provide impartial advice and guidance to SMEs on apprenticeships and technical education.
  • Promote apprenticeships, skills initiatives, and funding opportunities to employers.
  • Support the growth of the Lancashire Skills Pledge and lead delivery of the Take on an Apprenticeship Pledge.
  • Build strong relationships with employers, schools, colleges, training providers, and partner organisations.
  • Organise and attend business events, presentations, forums, and networking activities.
  • Collect, analyse and report on project performance and impact.
  • Develop engaging case studies and success stories.
  • Support innovative skills and youth employment initiatives linked to Lancashire's growth sectors.
  • Contribute to communications and marketing activity, including social media and promotional campaigns.
  • Support the development of new opportunities arising through devolution and the Lancashire Combined County Authority.

What we're looking for

We're looking for someone who is:

  • Able to demonstrate significant knowledge of the technical education and skills sector, including apprenticeship programmes, levels and standards, the Skills and Growth Levy, and the wider government policy agenda relating to workforce development and economic growth
  • Passionate about technical education, apprenticeships and workforce development
  • An excellent communicator who can engage confidently with businesses and stakeholders
  • Organised and able to manage multiple projects and priorities
  • Skilled at building productive partnerships and networks
  • Comfortable analysing data and producing reports
  • Flexible, proactive and able to work independently when required

Why join us?

This role offers the opportunity to:

  • Make a real difference to businesses and young people across Lancashire.
  • Work on high-profile skills and employment programmes.
  • Build relationships with a wide network of employers and partners.
  • Influence the future of apprenticeships, technical education and workforce development.
  • Be part of a passionate team supporting Lancashire's economic growth.

If you're passionate about helping people and businesses succeed through skills, apprenticeships and technical education, we'd love to hear from you.

Closing Date: 12/11/2026

Please ensure you upload a supporting statement demonstrating how you meet the criteria for the role.

Whilst the role is hybrid, you will be required to be onsite at County Hall in Preston on a regular basis as well as work from other locations across Lancashire.

You will be required to provide a car for use in connection with the duties of this post and must be insured for business use. In certain circumstances consideration may be given to applicants who, as a consequence of a disability, are unable to drive

We reserve the right to close the vacancy early if we receive sufficient applications.

Local Government Reorganisation

The Government has confirmed that local government across Lancashire will be reorganised, with the current 15 councils being replaced by four new unitary councils covering North, South, East and West Lancashire from April 2028.

If you are successful in your application, you will initially join Lancashire County Council. However, as part of the planned transition, your employment will transfer to one of the new unitary councils from April 2028, subject to the implementation of the reorganisation and relevant employment legislation.

Throughout this period, our focus remains on delivering excellent services to our communities. By joining us now, you'll play an important role in shaping the future of local government and helping to build a strong new organisation that will serve residents for years to come.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
