The posting

Join Leidos’ Digital Sector as we stand up a brand-new Agile development team at the forefront of federal IT modernization, delivering real digital transformation in support of critical national security missions. This is a rare ground-floor opportunity to help establish and deliver modern enterprise capabilities supporting some of our nation’s most sensitive missions.

What to expect:

  • Early-stage flexibility with partial telework during initial development phases
  • Full-time on-site presence at a secure facility in Washington, DC will be required as the program matures
  • A collaborative, Agile environment where your input helps shape program execution and technical delivery from day one
  • Phased development and delivery involving architecture, infrastructure establishment, software development, systems integration, testing, and incremental capability releases
  • Development platform based on ServiceNow, Elastic, AWS, and Red Hat

What you’ll need:

  • An active TS/SCI clearance and ability to obtain and maintain additional customer-specific security and access approvals
  • Demonstrated experience managing technical software development, IT modernization, or systems integration projects
  • Strong understanding of Agile development, Scrum methodologies, and phased or incremental technical delivery

Leidos is seeking a Technical Project Manager to join the technical leadership team supporting a critical national security program and oversee project execution across multiple technical workstreams. Working alongside the Program Manager, technical leads, Scrum Masters, Product Owners, and Release Train Engineer (RTE), this role provides the project management discipline necessary to keep engineering teams and customer stakeholders aligned.

The program involves phased development and integration of enterprise software applications, integrated data architectures, cloud infrastructure, and supporting technical capabilities. The Technical Project Manager will coordinate planning and execution throughout the Software Development Life Cycle (SDLC), including requirements development, architecture, engineering, integration, testing, deployment, and customer acceptance.

This position blends schedule, risk, and delivery management with a strong technical understanding of software development and systems integration. The successful candidate must be experienced with Scrum-based development, familiar with SAFe principles, and capable of coordinating multiple technical teams to achieve incremental delivery objectives while meeting contractual requirements and customer expectations.

Primary Responsibilities:

  • Partner with technical leads and the Program Manager to execute strategic, technical, and operational objectives across assigned project workstreams
  • Develop and manage integrated project schedules, milestones, deliverables, resources, risks, and dependencies to ensure alignment with contractual commitments and customer priorities
  • Coordinate phased implementation activities throughout the Software Development Life Cycle (SDLC), including architecture, infrastructure development, software engineering, integration, testing, incremental releases, deployment, and operational transition
  • Coordinate multidisciplinary technical teams and subcontractors, managing cross-team dependencies and ensuring development, integration, and testing activities remain synchronized with program milestones
  • Support Program Increment (PI) planning, sprint execution, backlog prioritization, and release planning in coordination with Scrum Masters, Product Owners, technical leads, and the Release Train Engineer (RTE)
  • Monitor Agile delivery progress, identify impediments, and implement risk mitigation strategies to address technical challenges, resource constraints, and schedule impacts
  • Maintain a working understanding of technical dependencies involving enterprise applications, data engineering, cloud infrastructure, DevSecOps, and systems integration to effectively coordinate project execution
  • Support technical reviews, capability demonstrations, release readiness assessments, user acceptance testing, and customer acceptance of incremental deliveries
  • Serve as a key liaison with government stakeholders, providing project status updates, schedule performance, risk assessments, and recommendations while ensuring requirements are accurately reflected in development roadmaps and plans
  • Ensure project activities comply with contractual requirements, security policies, established engineering processes, and program governance, including the preparation and review of technical documentation and CDRL deliverables
  • Support resource planning, staffing coordination, financial and administrative tracking, and time charging oversight for assigned personnel as authorized
  • Maintain project schedules, dashboards, risk registers, and performance metrics using Atlassian Jira, Confluence, Microsoft Office, and other approved tools to support reporting and continuous improvement
  • Mentor and coach team members, promote Agile maturity, and foster a collaborative, inclusive, and high-performance work environment aligned with Leidos values

Basic Qualifications:

  • Must hold an active TS/SCI security clearance at the time of application (required for consideration)
  • Must successfully complete and maintain all additional customer-specific security, suitability, and access screenings required for program assignment; an active TS/SCI clearance alone does not guarantee customer approval
  • Ability to work full-time on-site at a secure government facility in Washington, DC, as required by the program
  • Bachelor’s degree in Computer Science, Information Technology, Engineering, Project Management, Business Administration, or a related discipline and 8+ years of relevant experience; additional experience may be considered in lieu of a degree, subject to contractual requirements
  • Demonstrated experience managing technical projects involving enterprise software development, systems integration, infrastructure modernization, or cloud technologies
  • Strong working knowledge of the Software Development Life Cycle (SDLC), including requirements, design, development, integration, testing, deployment, and sustainment
  • Demonstrated experience working in Agile software development environments utilizing Scrum methodologies, including familiarity with Scrum roles, ceremonies, and iterative delivery practices
  • Experience coordinating phased technical implementations, incremental capability deliveries, software releases, or complex system deployments
  • Familiarity with managing dependencies and coordinating technical activities across multiple Agile teams or multidisciplinary engineering workstreams
  • Working knowledge of enterprise IT infrastructure, cloud environments, software engineering practices, and DevSecOps principles
  • Demonstrated ability to manage schedules, risks, technical documentation, and competing priorities in a fast-paced development environment
  • Strong communication, organizational, and stakeholder engagement skills, particularly with technical and government audiences
  • Experience using project management tools such as Jira, Confluence, Microsoft Project, or equivalent platforms
  • Proficiency in Microsoft PowerPoint, Word, and Excel

Preferred Qualifications:

  • Experience using the Scaled Agile Framework (SAFe), including PI planning, Agile Release Train coordination, and cross-team dependency management
  • 3–5+ years of DoD, Intelligence Community, or federal IT project management or technical leadership experience
  • PMI Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster (CSM), SAFe certification, or similar
  • Experience coordinating multiple Scrum teams within a complex, integrated software development environment
  • Experience supporting phased modernization efforts involving software development, systems integration, testing, incremental releases, and operational transition
  • Experience with Jira, Git, Confluence, CI/CD practices, and Agile delivery reporting
  • Exposure to ServiceNow, Elastic, AWS, Red Hat Enterprise Linux, or related technologies
  • Familiarity with enterprise data architectures, data engineering, APIs, and cloud-based application development
  • Experience supporting government contract deliverables, CDRLs, technical documentation, and formal customer acceptance processes
  • ITIL Foundation certification or understanding of IT service management principles
  • Security+ or higher/equivalent cybersecurity certification, when relevant to assigned responsibilities

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
