Job Description

We have an opening for a Knowledge Archiving and Support (KAS) Program Manager to work within the Knowledge Management program. You will be responsible for overseeing Strategic Deterrence (SD) digitization operations, knowledge preservation and curation, and access to legacy technical materials through the Research & Knowledge Services and Digitization Services teams. You will manage assigned knowledge-service operations, implement established strategies, standards, and governance practices, resolve complex operational issues, and provide recommendations regarding service priorities, resources, and process improvements. You will coordinate closely with the Taxonomy Program and Knowledge Applications team on metadata standards, semantic governance, and repository integration, though semantic model development itself sits outside this role’s scope. This position will be in the Administration Division within the Operations and Business Directorate and is matrixed to the Strategic Deterrence Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Oversee day-to-day operations of the Research & Knowledge Services and Digitization Services teams, including direct supervision of assigned staff and coordination of work with the Research & Knowledge Services Team Lead and Digitization Services Team Lead.
  • Contribute to and implement service-area strategic plans for SD digitization, archiving, and knowledge-structuring activities; coordinate with the Taxonomy Program Manager to ensure appropriate application of metadata standards to digitized and repository content.
  • Establish and oversee adoption of a prioritization framework for digitization activities and SD digitization standards, including sustaining a formal digitization governance framework (e.g., Federal Agencies Digital Guidelines Initiative (FADGI) compliance, permanent-records digitization pilots) as an ongoing operational practice.
  • Manage escalated Freedom of Information Act (FOIA) operational issues and support sustainable workflow practices in partnership with the FOIA Coordinator on process and workload management.
  • Represent KAS in program-level planning and stakeholder engagement alongside the Taxonomy Program Manager and Knowledge Applications Product Manager.
  • Maintain effective relationships with SD stakeholders, program partners, records and information-management organizations, and service providers.
  • Foster staff development through coaching, knowledge sharing, training, and feedback while maintaining accountability for service quality and delivery.

Additional job responsibilities, at the A07.4 level

  • Resolve cross-functional operational gaps affecting digitization and reference services (e.g., intake processes, coverage of physically distributed digitization spaces, coordination with partner organizations handling related materials).
  • Serve as PI/budget owner for KAS staffing actions within Research & Knowledge Services and Digitization Services.
  • Track NA-114/NA-115 Archiving and Support budget and provide strategic input and monthly reporting to the LLNL Archiving and Support Portfolio Manager.
  • Define business and operational requirements for knowledge-structuring and repository capabilities while maintaining the boundary that semantic-model development is outside KAS scope.
  • Develop and execute long-range strategies, roadmaps, business plans, and investment priorities for SD digitization, knowledge preservation, curation, and access to legacy technical materials.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Significant experience managing complex knowledge services, digitization, archival, records-management, research-support, or related service operations.
  • Experience developing and implementing operational standards, governance frameworks, prioritization models, and sustainable processes for digitization and knowledge-preservation programs.
  • Experience applying digitization and records-management standards, such as FADGI guidance and permanent-records requirements, to operational programs.
  • Experience coordinating metadata standards and repository-integration activities with taxonomy, information-architecture, semantic-governance, or knowledge-application teams.
  • Demonstrated ability to represent a program in cross-functional planning forums and influence stakeholders toward practical, compliant, and sustainable solutions.
  • Strong written, verbal, analytical, facilitation, and presentation skills, with the ability to communicate recommendations and strategic direction to management.
  • Ability to work independently, interpret applicable policies and procedures, resolve complex service-area issues, and recommend operational improvements to management.

Additional qualifications at the A07.4 level

  • Bachelor’s degree in Library and Information Science, Archives and Records Administration, History, business, or a related field, or an equivalent combination of education and related experience.
  • Experience managing relationships with federal or external program sponsors, including regular reporting.
  • Extensive experience supervising staff and team leads across multiple related service areas, including assigning work, setting priorities, managing performance, and maintaining service quality.
  • Demonstrated experience managing budgets, monitoring expenditures, preparing forecasts, supporting staffing actions, and serving as a principal investigator or budget owner.
  • Extensive experience applying or overseeing compliance with digitization and records-management standards and permanent-records requirements.

Qualifications We Desire

  • Master’s degree in Library and Information Science, Archives and Records Administration, History, or a related field.
  • Experience with FADGI or other digitization/preservation standards.
  • Experience with FOIA processes.
  • Experience with document management systems or institutional repository software.
  • Knowledge of semantic-model development.

Pay Range

$113,400 - $166,584 Annually

$113,400 - $138,888 Annually for the A07.3 Level

$136,020 - $166,584 Annually for the A07.4 Level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.
