Job Description
We have an opening for a Knowledge Archiving and Support (KAS) Program Manager to work within the Knowledge Management program. You will be responsible for overseeing Strategic Deterrence's (SD) digitization operations, knowledge preservation and curation, and access to legacy technical materials through the Research & Knowledge Services and Digitization Services teams. You will manage team leaders and staff across both service areas, oversee assigned budgets, sponsor and stakeholder relationships, including federal program reporting, and lead service-area planning and operational governance for digitization, archiving, and knowledge-structuring activities. You will coordinate closely with the Taxonomy Program and Knowledge Applications team on metadata standards, semantic governance, and repository integration, though semantic model development itself sits outside this role’s scope. This position will be in the Administration Division within the Operations and Business Directorate and is matrixed to the Strategic Deterrence (SD) Directorate.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.
You will
- Oversee day-to-day management of the Research & Knowledge Services and Digitization Services teams, including direct supervision of the Research & Knowledge Services Team Lead and Digitization Services Team Lead.
- Track program budget and manage relationships with federal program managers and stakeholders (e.g., NA-115); provide monthly reporting to the NA-115 portfolio manager.
- Lead service-area planning for SD digitization, archiving, and knowledge-preservation activities, aligned with SD priorities; coordinate with the Taxonomy Program Manager to ensure appropriate application of metadata standards to digitized and repository content.
- Establish and oversee adoption of a prioritization framework for digitization activities and SD digitization standards, including sustaining a formal digitization governance framework (e.g., Federal Agencies Digital Guidelines Initiative (FADGI) compliance, permanent-records digitization pilots) as an ongoing operational practice.
- Provide operational oversight and escalation management for KAS-supported Freedom of Information Act (FOIA) activities, partnering with the FOIA coordinator on process and workload management.
- Resolve cross-functional operational gaps affecting digitization and reference services (e.g., intake processes, coverage of physically distributed digitization spaces, coordination with partner organizations handling related materials).
- Serve as PI/budget owner for KAS staffing actions within Research & Knowledge Services and Digitization Services.
- Represent KAS in program-level planning and stakeholder engagement in coordination with the Taxonomy Program Manager and Knowledge Applications Product Manager.
- Perform other duties as assigned.
Qualifications
- Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
- Bachelor’s degree in Library and Information Science, Archives and Records Administration, History, business, or a related field, or an equivalent combination of education and related experience.
- Broad and in-depth knowledge of business planning, budgeting, performance metrics, project planning, and data analysis for service operations areas.
- Experience managing a diverse group of staff, including supervisory experience over other supervisors or team leads.
- Experience managing relationships with federal or external program sponsors, including regular reporting.
- Experience with digitization operations, records management, and metadata practices.
Qualifications We Desire
- Master’s degree in Library and Information Science, Archives and Records Administration, History, or a related field.
- Experience with FADGI or other digitization/preservation standards.
- Experience with FOIA processes.
- Experience with document management systems or institutional repository software.
Pay Range
$136,020 - $166,584 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance.
