DESCRIPTION:

This is technical services work involving the development and maintenance of computer programs. Responsibilities include designing, developing, and maintaining application programs. This classification may be transitional in nature as assignments and skill building can be directed toward either more complex programming or systems analysis activities. Supervision may be exercised over computer programmers for specific assignments. Work may involve frequent communications with users.

Programmer Analysts are typically located within an agency's data processing unit and assigned to multiple application development and support teams on a project-by-project basis. This classification does not encompass non-information services personnel in highly technical, specialized fields such as engineering, medical or physical sciences, accounting, etc. whose duties require them to utilize and/or customize standardized application products unique to their area of specialization, nor other professional staff who develop applications for their own use or in support of a small work unit utilizing off the shelf, desktop products such as spreadsheets and PC-based databases.

This differs from that of Computer Programmer in that Programmer Analysts are increasingly responsible for developing program specifications, analyzing and designing small systems or sub-systems, and performing programming work of greater breadth and complexity. Work is performed under limited supervision.

REPRESENTATIVE RESPONSIBILITIES:

  • Develop, enhance, test, debug, and maintain data warehouse programs, database code, and data-integration processes.
  • Write and maintain Oracle SQL and PL/SQL, including packages, procedures, functions, queries, and scripts.
  • Support and enhance Oracle APEX applications.
  • Develop and maintain ETL processes that load staging, warehouse, and reporting structures.
  • Maintain data warehouse solutions using the team’s established architecture, standards, and development practices.
  • Support data-loading processes that use shell scripts, Oracle SQL*Loader, and related utilities.
  • Analyze existing applications and code, recommend improvements, and help migrate functionality to supported technologies.
  • Investigate production incidents, identify root causes, correct defects, and communicate status clearly to customers and team members.
  • Monitor and validate data loads, reconcile results, and address data-quality issues.
  • Translate business needs into clear technical requirements and workable solutions.
  • Develop and perform appropriate unit, integration, system, and data-validation testing.
  • Create and maintain system, program, operational, and user documentation.
  • Participate in reviews of system designs, code, test plans, and deployment activities.
  • Assist users in understanding application features, warehouse data, and reporting capabilities.
  • Manage assigned work independently while coordinating with the team and raising risks or blockers promptly.
  • Participate in relevant agency, vendor, and technical training to expand professional and technical knowledge.

KNOWLEDGE, SKILLS, AND ABILITIES:

The successful candidate will demonstrate:

  • Knowledge of SQL, structured programming, and database or data warehouse development.
  • Ability to analyze data, programs, and business processes and translate findings into effective technical solutions.
  • Familiarity with the application-development lifecycle, including requirements, design, development, testing, deployment, documentation, and maintenance.
  • Familiarity with application testing, data validation, debugging, and production-support practices.
  • Ability to investigate technical problems and develop practical, supportable solutions.
  • Ability to prepare clear system, program, operational, and user documentation.
  • Ability to communicate technical information effectively to technical and nontechnical audiences.
  • Ability to listen to customers, clarify their needs, and explain technical constraints or options in understandable terms.
  • Ability to collaborate respectfully and productively with coworkers, customers, vendors, and government agency partners.
  • Ability to organize work, manage competing priorities, and complete assignments with an appropriate degree of independence.
  • Ability to provide timely progress updates and remain available and responsive during the assigned work schedule.

MINIMUM QUALIFICATIONS:

A Bachelors Degree in Computer Sciences or an equivalent industry certification -OR- an Associates Degree in Computer Information Science with 1 year application development experience -OR- 2 years application development experience.

Preference may be given to candidates with experience in one or more of the following areas:

  • Oracle Database development, particularly SQL and PL/SQL.
  • Enterprise data warehouse or ETL development and support.
  • Oracle SQL Developer or comparable development tools.
  • Oracle APEX application development or support.
  • Oracle Cloud Infrastructure or another enterprise cloud environment.
  • Shell scripting, Oracle SQL*Loader, or comparable data-loading tools.
  • Performance analysis and troubleshooting involving SQL, PL/SQL, ETL processes, or data warehouse workloads.
  • Supporting business-critical systems or working with public-sector customers.
