Meta is seeking a Labor Strategy and Delivery Lead to serve as our in-house subject-matter expert and primary owner-side point of contact for construction labor and union relations across hyperscale AI and production data center campus development. Skilled-trades and craft-labor availability is one of the largest risks to the speed and certainty of capacity delivery; this role exists to help define and drive the strategy that de-risks it. While our general contractors and trade partners independently control their workforce and labor relations, this role gives Meta a dedicated in-house capability to assess labor-market conditions, anticipate constraints, and promptly escalate labor issues that may affect campus construction. The role spans strategy and execution—from regional labor-market assessment and workforce pipeline alignment, to monitoring and escalating union, local, or contractor association issues on or near an active campus. The mission of the role is to enable the reliable delivery of data center capacity by building and sustaining the construction workforce our campuses depend on. The role helps develop the labor pipeline, supports contractor and trade relationships as it pertains to labor and workforce, and proactively addresses the labor-market and labor-relations risks that affect cost, schedule, and constructability. The role works closely with Delivery, Engineering, Legal, Policy/Government Affairs, and Operations to ensure labor strategy is aligned with the objectives and needs of the business, and to ensure labor is never the constraint that derails capacity.
Responsibilities
- Serve as Meta's in-house SME and primary owner-side point of contact for construction labor and union matters across the data center campus portfolio
- Help define Meta's construction-labor strategy across the data center portfolio—assessing skilled-trades availability, wage and market dynamics, union and open-shop (merit-shop) conditions, and workforce risk by region and by campus
- Monitor union, local, or trade-partner labor issues affecting Meta projects and promptly escalate them to the responsible Delivery leads, general contractor, commercial/strategy, Legal, Policy/Government Affairs, and Communications to de-escalate and protect the construction schedule
- Translate labor constraints into quantified cost and schedule risk, and integrate that directly into capacity planning, site selection, and deployment strategy
- Partner with Meta's workforce development programs (America's Workforce Academy) to align the trained-labor pipeline with construction demand across campuses
- Serve as Meta's liaison to the building trades, merit-shop associations (e.g., ABC) and chapters, general contractors, trade partners, and local workforce boards as it pertains to labor and workforce
- Maintain situational awareness of union, jurisdictional, and labor-availability dynamics in active and planned campus markets, and provide early warning of emerging risks
- Advise on owner-side considerations around project labor agreements (PLAs), prevailing wage, and state and local workforce requirements tied to data center incentives—in partnership with Legal and Policy/Government Affairs
- Partner with XFN teams in Pre-Construction, Construction Management, Engineering, and Operations to ensure labor readiness from development through execution
- Develop strategic communications and engagement plans for labor stakeholders over both the short and long term
- Support the Public Policy team by being a liaison to our Design, Engineering and Construction supply chain in helping identify, collect and share positive impact to the local communities caused by Meta's investment in local hiring, training and business growth
Minimum Qualifications
- 15+ years of experience in construction, construction labor relations, or workforce development, including large capital, infrastructure, or mission-critical projects
- Working knowledge of U.S. construction labor markets and the dynamics of both unionized (building trades / NABTU / IBEW) and open-shop / merit-shop environments
- Direct experience managing or supporting labor relations, jurisdictional issues, or labor disputes on active construction sites
- Track record in strategic risk management and data-driven decision-making within construction or large-scale infrastructure environments
- Experience building and maintaining relationships across contractors, trade organizations, and public/community stakeholders
- Experience developing strategic communications plans for construction labor and workforce stakeholders
Preferred Qualifications
- Established relationships across the building trades and merit-shop contractor networks
- Owner-side or general-contractor experience managing craft labor on megaprojects or hyperscale data center construction
- 20+ years of experience in construction labor relations, workforce development, or large-scale infrastructure delivery, including both office and field roles
- Knowledge of state and local workforce-incentive and labor policy as it relates to data center development
- Experience designing or scaling workforce development, apprenticeship, or DOL-registered training programs
- Background or credential in construction management, labor economics, or industrial/labor relations
