Meta is seeking a Public Policy Manager to lead external affairs strategy and engagement across key policy audiences, including government officials, industry coalitions, trade associations, and civil society organizations. In this role, you will develop and execute advocacy strategies that advance Meta's policy priorities across legislative and regulatory environments, representing the company's positions on issues spanning content governance, data privacy, competition, and emerging technology. You will serve as a senior external-facing voice for Meta, building and sustaining relationships with policymakers and stakeholders that shape the regulatory and political landscape for Meta's products and platforms.
Responsibilities
- Develop and execute external affairs strategies to advance Meta's policy priorities with government officials, regulatory bodies, trade associations, and civil society stakeholders
- Represent Meta in direct engagement with policymakers, legislative staff, and external coalitions on issues including content governance, data privacy, competition policy, and emerging technology regulation
- Lead cross-functional coordination across policy, legal, communications, and product teams to align on advocacy positions and external messaging
- Analyze legislative and regulatory developments to assess business impact and develop proactive policy responses and stakeholder engagement plans
- Draft and review policy submissions, position papers, testimony, and advocacy materials for external audiences including government bodies and industry forums
- Build and maintain a network of relationships with senior government officials, industry partners, and third-party advocates to support Meta's external affairs objectives
- Identify emerging policy risks and opportunities, and develop mitigation strategies in collaboration with regional and global policy teams
- Contribute to organizational strategy by setting goals and priorities for external affairs workstreams across multiple policy domains
- Leverage AI tools to improve the quality, speed, and scope of policy analysis, stakeholder mapping, and advocacy material development
Minimum Qualifications
- 8+ years of experience in public policy, government affairs, external affairs, or a related field, with demonstrated experience engaging government officials or regulatory bodies
- Experience developing and executing advocacy strategies on technology policy issues such as content governance, data privacy, competition, or platform regulation
- Experience building and managing relationships with senior government officials, legislative staff, trade associations, or civil society organizations
- Experience drafting policy documents, position papers, regulatory submissions, or advocacy materials for external government or industry audiences
- Experience working across cross-functional teams including legal, communications, and product to align on policy positions and coordinate external engagement
Preferred Qualifications
- Experience operating across multiple policy jurisdictions or regulatory environments, including international markets
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Experience working in or directly with a legislative body, regulatory agency, or executive branch office on technology policy matters
- Demonstrated ability to integrate AI tools to improve policy research, stakeholder analysis, or advocacy workflow efficiency
- Experience managing coalition relationships or coordinating multi-stakeholder advocacy campaigns across industry groups or civil society
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
US: $153,000/year to $224,000/year + bonus + equity
