Job Description

Overview

The HCM Technical Delivery Lead is responsible for leading the end-to-end analysis, configuration, technical design, delivery and ongoing optimisation of Oracle Cloud HCM solutions across the organisation. The role partners with stakeholders to understand business strategy, processes, pain points and requirements, and translates these needs into secure, scalable and supportable solutions. Key areas of focus include Core HR, Recruiting, Time and Labour, Absence Management, integrations, reporting, data migration and emerging Oracle AI capabilities.

Working closely with HR Systems team, People teams, Technology, Security, vendors and implementation partners, the role provides business, functional and technical leadership across the complete solution delivery lifecycle. This includes facilitating requirements analysis, documenting and validating requirements, designing and configuring Oracle HCM solutions, overseeing technical builds and integrations, leading testing and migration activities, managing releases and cutover, supporting production stabilisation, and maintaining solution documentation. The role is accountable for controlling technical risks, dependencies and delivery quality throughout each implementation.

Key Accountabilities and Main Responsibilities

Strategic Focus

  • Provide technical leadership for the Oracle Cloud HCM roadmap, ensuring solutions align with People strategy, enterprise architecture, security standards and operational priorities.
  • Analyse business strategy, processes, services and roadmaps, and translate business needs into practical HCM solution options that clearly identify assumptions, constraints, dependencies, risks, support impacts and expected benefits.
  • Identify opportunities to simplify and automate HR processes through Oracle platform capabilities, integrations, reporting, digital assistants and approved AI features.
  • Build a sustainable technical capability through reusable design standards, documentation, knowledge transfer and effective vendor management.
  • Solution Delivery and Technical Leadership
  • Lead end-to-end delivery of Oracle Cloud HCM initiatives, enhancements and releases, including requirements elicitation and validation, fit-gap analysis, solution design, configuration, testing, deployment, cutover and hypercare.
  • Own or guide solution architecture, configuration and technical design across Core HR, Recruiting, Time and Labour, Absence and, where in scope, Payroll, Talent Management and Workforce Compensation.
  • Design and oversee integrations using Oracle Integration Cloud, HCM Extracts, HDL/HSDL, REST and SOAP services, file-based interfaces and related middleware patterns.
  • Lead reporting and analytics solutions using OTBI, BI Publisher, HCM Extracts and approved enterprise reporting platforms.
  • Plan and oversee data conversion, reconciliation and migration activities, including mapping, cleansing, validation, cutover and post-load assurance.
  • Act as a liaison between People Operations and Technology, partnering closely with functional SMEs, developers and vendors to ensure business processes, functional designs and technical components are coherent, supportable and fit for purpose.
  • Provide estimates, delivery plans and technical work packages, and actively manage scope, milestones, resources, dependencies and issues.
  • Lead design reviews, code and configuration reviews, defect triage and root-cause analysis for complex system issues.
  • Coordinate environment management, quarterly Oracle updates, regression testing, deployment readiness and controlled production releases.
  • Evaluate new Oracle HCM and Oracle Fusion AI capabilities through structured assessment, proof of concept and risk review before adoption.

Operational Management

  • Act as a senior escalation point for complex Oracle HCM incidents, integrations, security, reporting and data issues.
  • Ensure production support is timely and disciplined, with clear incident ownership, stakeholder communication, root-cause analysis and preventative actions.
  • Monitor interface health, scheduled processes, technical debt and recurring defects, and prioritise remediation based on business impact and risk.
  • Maintain accurate business requirements, functional and technical specifications, configuration workbooks, solution diagrams, test evidence, runbooks, release records and support documentation.
  • Define and support service transition to internal teams and vendors, including operating and support models, knowledge transfer, service documentation and measurable acceptance criteria.

People Leadership and Stakeholder Partnership

  • Provide day-to-day technical direction, coaching and quality oversight to technical consultants, analysts and delivery partners.
  • Build trusted relationships with People, Payroll, Technology, Security, Finance, Risk and external vendors.
  • Communicate complex technical matters in clear business language and support informed decision-making without overstating certainty or benefits.
  • Promote collaborative delivery, constructive challenge, accountability and continuous learning across project and operational teams.

Governance, Security and Risk

  • Ensure solutions comply with approved architecture, privacy, security, access control, change management and data governance requirements.
  • Design and review role-based security, data access and segregation-of-duties controls in partnership with relevant control owners.
  • Maintain traceability from requirements through design, testing, approval and deployment, with complete evidence for audit and operational assurance.
  • Identify and escalate delivery, data, control and operational risks early, with clear impact assessments and practical mitigation options.
  • Ensure third-party delivery is governed through defined outcomes, quality standards, documentation requirements and knowledge transfer.

The above list of key accountabilities is not exhaustive and may change from time to time based on business needs.

Experience & Personal Attributes

  • Degree in Information Technology, Computer Science, Engineering, Business Systems or a related discipline, or equivalent professional experience.
  • Typically 10+ years of enterprise applications or IT consulting experience, including substantial hands-on experience delivering Oracle Cloud HCM implementations, enhancements and transformation programmes from requirements gathering through configuration, testing, deployment and post-production support.
  • Demonstrated experience leading complex Oracle HCM technical workstreams or end-to-end delivery in a large, regulated or multinational organisation.
  • Strong technical and functional understanding of Oracle Cloud HCM, with depth across Core HR and experience in modules such as Recruiting, Time and Labour and Absence Management. Exposure to Payroll, Talent Management or Workforce Compensation is advantageous.
  • Hands-on capability with Oracle Integration Cloud, HCM Extracts, HDL/HSDL, REST and SOAP web services, BI Publisher and OTBI.
  • Experience with business process analysis, functional consulting, solution architecture, integrations, data migration, reporting, security, environments, release management and production support.
  • Demonstrated fluency in business processes, digital transformation and support models, with the ability to connect operating needs to practical technology outcomes.
  • Understanding and experience with Oracle E-Business Suite is advantageous.
  • Experience managing Oracle quarterly updates, regression impacts, deployment planning and post-production stabilisation.
  • Ability to evaluate Oracle AI and automation capabilities pragmatically, with appropriate attention to data quality, privacy, security, control and human review.
  • Oracle Cloud HCM certifications are highly regarded. Relevant certifications may include Global Human Resources, Recruiting, Time and Labour, Absence Management, Integration or Oracle Fusion AI capabilities.
  • Proven ability to lead technical teams and vendors, set quality expectations and deliver through influence in a matrix environment.
  • Strong analytical and problem-solving skills, including structured diagnosis of complex integration, data, security and configuration issues.
  • Clear written and verbal communication skills, with the ability to present technical options, trade-offs and recommendations to both technical and non-technical stakeholders.
  • Strong planning, prioritisation and delivery discipline, with the ability to manage concurrent initiatives and production priorities.
  • High standards of integrity, discretion and care when handling employee and organisational data.
  • Practical, collaborative and outcomes-focused, with the confidence to work with limited supervision, manage multiple priorities, challenge weak assumptions and escalate material risks.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
