Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.

The Enterprise Risk Management team is seeking a Risk Management Specialist who combines strategic thinking, structured problem-solving and quantitative analysis to strengthen decision-making across Metrolinx. Working with business areas and the Enterprise Risk Manager, the Specialist assesses and quantifies exposure, develops risk intelligence and translates complex evidence into clear executive insights, recommendations and reporting.

What will I be doing?

  • Improves the Enterprise Risk Management program, tools and guidance using best practices and lessons learned. Supports training and coaching to integrate risk into business planning, performance and governance.
  • Supports the Enterprise Risk Manager in preparing quantified reporting for senior management, the Board and MTO, explaining exposure magnitude, drivers, trends and decisions required. Builds an enterprise-wide view of dependencies and concentrations, aggregating exposures where appropriate and highlighting implications for risk appetite and priorities.
  • Works with business areas to frame strategic and operational risk questions, test hypotheses and challenge assumptions using evidence and approved risk criteria. Assesses and prioritizes threats and opportunities, compares options and trade-offs, and recommends responses aligned with risk appetite, maintaining business ownership of risks, mitigation and contingency plans, and decisions.
  • Conducts external scans of economic, regulatory, policy, market capacity, technological and environmental developments. Assesses implications for Metrolinx’s objectives, operations and capital delivery, providing early-warning insights and recommendations for assessment, response or escalation.
  • Monitors material risks, indicators and response plans with risk owners, assessing exposure changes and control and mitigation effectiveness. Flags overdue actions, evidence gaps and escalation triggers to the Enterprise Risk Manager and relevant stakeholders.
  • Develops risk metrics, early-warning indicators, dashboards and repeatable analytical tools, maintaining supporting systems and data quality. Integrates internal performance data and external intelligence to identify emerging pressures and explain exposure trends.
  • Applies quantitative methods to estimate risk likelihood and financial, operational, service and capital impact ranges, supporting planning, budgeting, business cases and portfolio decisions. Uses scenario, sensitivity and, where appropriate, probabilistic analysis to compare options and mitigation benefits, documenting assumptions, data limitations and uncertainty.

What Skills and Qualifications Do I Need?

  • Completion of a university degree in business administration, risk management, economics, finance, engineering, data analytics, mathematics or a related field – or a combination of education, training and experience deemed equivalent.
  • Demonstrated relevant experience & training in strategy or management consulting, corporate strategy, enterprise risk, financial or business analytics, or related advisory roles. Canadian Risk Management (CRM) designation would be an asset.
  • Strong strategic thinking and business judgment to structure ambiguous problems, test hypotheses, identify root causes and evaluate options. Working knowledge of risk assessment, appetite, controls and response planning, gained through risk or strategy advisory work, and change and project management principles.
  • Experience facilitating cross-functional workshops and interviews to surface issues, challenge assumptions and develop recommendations, with the ability to translate analytical and risk concepts into practical guidance, training and coaching.
  • Demonstrated quantitative risk analysis, statistical and financial or operational modelling experience, including scenario, sensitivity and, where appropriate, probabilistic methods. Strong data management and visualization skills, with the ability to validate models, assess dependencies and communicate uncertainty without overstating precision.
  • Strong stakeholder relationship, advisory and communication skills to synthesize complex evidence into concise executive narratives, reports, dashboards and presentations that explain material insights, implications and recommendations.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
