Electrical Commissioning Manager – Power Plant / Substation Projects

Job Summary

We are looking for an experienced Electrical Commissioning Manager to lead electrical testing, commissioning and energisation activities for major power generation, substation and energy infrastructure projects in Singapore.

The successful candidate will manage commissioning activities from construction completion through testing, energisation and handover, coordinating closely with engineering, construction, vendors, contractors and client teams.

Key Responsibilities

  • Lead and manage electrical testing and commissioning activities across the project.
  • Develop and execute commissioning plans, procedures, schedules and system turnover strategies.
  • Manage commissioning of LV, MV and HV electrical systems.
  • Oversee testing and energisation of switchgear, transformers, MCCs, motors, generators, UPS/DC systems and electrical distribution equipment.
  • Coordinate pre-commissioning, cold commissioning, hot commissioning and energisation activities.
  • Review electrical drawings, single-line diagrams, schematics, protection drawings and commissioning procedures.
  • Coordinate electrical interfaces with Mechanical, C&I, DCS/SCADA, Construction and Operations teams.
  • Manage testing activities including insulation resistance, HV testing, transformer testing, relay/protection testing, primary/secondary injection and functional testing.
  • Coordinate with OEMs and vendors for equipment testing, troubleshooting and commissioning support.
  • Lead SAT, system functional testing and integrated commissioning activities.
  • Manage electrical isolation, LOTO and Permit-to-Work (PTW) requirements during commissioning.
  • Ensure systems are safely released for energisation and operation.
  • Lead troubleshooting and resolution of electrical and commissioning issues.
  • Monitor contractor and subcontractor commissioning performance and progress.
  • Manage commissioning punch lists, system completion records and outstanding technical issues.
  • Prepare and review commissioning reports, test records and handover documentation.
  • Coordinate system turnover and final handover to the customer/operations team.
  • Ensure commissioning activities comply with project specifications, electrical standards, quality requirements and HSE procedures.
  • Lead and coordinate Electrical Commissioning Engineers, technicians, vendors and contractors as required.

Requirements

  • Diploma or Bachelor's Degree in Electrical Engineering, Power Engineering or a related discipline.
  • Extensive experience in electrical testing and commissioning, with previous experience leading commissioning teams or major project packages.
  • Strong experience on land-based power plants, substations, utilities, Waste-to-Energy or major industrial electrical projects is highly preferred.
  • Strong knowledge of LV/MV/HV electrical systems and power distribution.
  • Hands-on understanding of switchgear, transformers, MCCs, motors, generators, UPS/DC systems and protection systems.
  • Experience with energisation, protection testing, relay testing, primary/secondary injection and functional testing.
  • Good understanding of commissioning procedures, system completion and handover processes.
  • Familiar with electrical isolation, LOTO and Permit-to-Work requirements.
  • Experience coordinating OEMs, contractors, engineering teams and customers.
  • Strong leadership, troubleshooting and site coordination skills.
  • Able to manage multiple electrical systems and commissioning priorities within project schedules.
