Electrical QA/QC Manager – Power Plant / Electrical Projects

Job Summary

We are looking for an experienced Electrical QA/QC Manager to lead quality assurance and quality control activities for major power plant, substation and energy infrastructure projects in Singapore.

The successful candidate will manage electrical quality activities across construction, installation, testing, commissioning and handover, ensuring works comply with project specifications, approved procedures and applicable standards.

Key Responsibilities

  • Lead and manage QA/QC activities for electrical works throughout project execution.
  • Develop, implement and maintain the Project Quality Plan (PQP), Inspection & Test Plans (ITPs), procedures and quality documentation.
  • Manage quality inspections for LV, MV and HV electrical systems.
  • Inspect installation of switchgear, transformers, MCCs, motors, generators, UPS/DC systems, cables, cable trays, earthing and electrical distribution systems.
  • Review electrical drawings, specifications, method statements and inspection requirements.
  • Coordinate and witness FAT, SAT, testing and commissioning activities where required.
  • Manage Inspection Requests, NCRs, punch lists, corrective actions and preventive actions.
  • Perform root-cause analysis and ensure effective closure of quality issues.
  • Conduct site quality inspections, surveillance and internal/subcontractor audits.
  • Ensure electrical installation works comply with approved drawings, specifications and applicable codes and standards.
  • Review material certificates, equipment documentation and vendor quality records.
  • Coordinate with Engineering, Construction, Commissioning, HSE, vendors and subcontractors on quality-related matters.
  • Monitor contractor and subcontractor quality performance.
  • Coordinate with customers and third-party inspectors for inspections and quality acceptance.
  • Maintain complete quality records and ensure traceability of inspections and testing.
  • Support electrical system walkdowns, mechanical completion and handover activities.
  • Manage quality dossiers, turnover packages and final project documentation.
  • Lead and support Electrical QA/QC Engineers and Inspectors as required.
  • Drive continuous improvement and ensure quality issues are identified and resolved promptly.

Requirements

  • Diploma or Bachelor's Degree in Electrical Engineering, Power Engineering or a related discipline.
  • Significant experience in Electrical QA/QC within major engineering or construction projects.
  • Previous experience in a QA/QC Manager, Lead QA/QC Engineer or senior electrical quality role is preferred.
  • Experience within power plants, Waste-to-Energy, substations, utilities, industrial plants or major electrical infrastructure projects is highly advantageous.
  • Strong understanding of LV/MV/HV electrical systems.
  • Good knowledge of switchgear, transformers, MCCs, motors, generators, UPS/DC systems, cables and earthing systems.
  • Strong experience with PQP, ITPs, NCRs, inspections, audits, FAT/SAT and quality documentation.
  • Familiarity with electrical testing, commissioning and energisation activities.
  • Experience managing contractors, subcontractors, vendors and third-party inspectors.
  • Good knowledge of applicable electrical quality standards, project specifications and engineering practices.
  • Strong leadership, documentation and stakeholder-management skills.
  • Able to work independently in a site-based project environment.
