About the Role

4S is building a dedicated fundraising function for the first time, following the launch of our first integrated fundraising campaign, Adopt-A-Wish, in February 2026. This role will lead that build —establishing the donor pipeline, partnership base, systems and stewardship practices 4S does not yet have, with a particular focus on Community-based Centres (4S Active Ageing Centre and 4S Eldercare Centre @ Eunos Crescent). The role will also contribute to 4S’s overall financial sustainability and support fundraising, partnership and sponsorship opportunities across its facilities.

This is a founding role in a function 4S is investing in as a strategic priority under its 2024–2028 Roadmap. You will have real latitude to shape how 4S fundraises, working closely with the CEO, HQ’s Community Engagement and Corporate Communications & Marketing staff.

Responsibilities

Fundraising Foundations

  • Design and stand up 4S’ core fundraising approach — a donor pipeline and a repeatable calendar of campaigns/appeals.
  • Support the procurement and implementation of 4S’ Donor and Volunteer Management System (DVMS), then manage its donation-related functions, including donor records and donation tracking, to support donor engagement and regular giving across the organization.
  • Develop and implement plans to meet agreed year-one and year-two fundraising targets and grant KPIs, with an initial focus on the Community-based Centres’ funding needs. Track progress and propose higher targets for agreement with the CEO where feasible.

Partnership Development

  • Build 4S's first structured base of corporate, foundation and community partnerships — moving beyond one-off donations toward small numbers of well-managed, renewable relationships.
  • Prepare partnership proposals and manage the resulting agreements/MoUs. Coordinate sponsorships and donations (cash/in-kind) with the relevant facilities, including donor follow-up.

Donor Stewardship

  • Establish a simple, consistent stewardship cadence (acknowledgement, updates, impact reporting) for 4S's existing and new donors.
  • Use what Adopt-A-Wish surfaced about donor behavior to refine the next campaign.

Governance

  • Keep accurate fundraising records and ensure activities comply with the Charities Act, Commissioner of Charities and NCSS requirements.
  • Provide the CEO, Board and relevant Management Committees with straightforward updates on pipeline, funds raised and donor retention at agreed intervals, attending meetings as required. Prepare progress and outcome reports in line with grant requirements.

What you’ll partner on not own:

  • Digital fundraising platforms, campaign content and social media: partner with the HQ’s Community Engagement and Corporate Communications & Marketing staff on campaign delivery, content, publicity and brand alignment.

Requirements

  • Degree in Business, Marketing, Communications or related field.
  • 5 years' relevant experience in fundraising, partnerships or business development, including experience helping build or scale a fundraising function (not only operating within an established one) — this is a build role, not a maintenance role.
  • A proven track record in donor or partnership acquisition, ideally including hands-on campaign delivery rather than only strategy.
  • Strong proposal writing, communication and relationship-building skills; comfortable working with limited existing infrastructure.
  • Working knowledge of Singapore charity governance and compliance (Charities Act, IPC requirements).
  • Genuine interest in eldercare / community-based social service work.

Working Arrangements

  • Reports to Chief Executive Officer
  • 44 hours per week, 5-day work week
  • Availability to attend meetings or work on weekends when required
  • Willingness to work five days per week at Eunos Crescent, Singapore

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
