Job Summary
We are seeking a responsible and experienced HR cum Admin Officer / Manager to lead day-to-day HR operations and administrative functions, ensuring compliance with Singapore employment laws and supporting workforce management and office efficiency.
Responsibilities
Human Resources
- Manage end-to-end recruitment activities including job advertisement, candidate screening, interview coordination, and employment document preparation
- Draft and issue employment contracts, appointment letters, confirmation letters, salary adjustment letters, warning letters, and other HR correspondence
- Oversee employee onboarding and offboarding processes to ensure smooth transitions
- Maintain and update employee personnel files, HR records, attendance, leave, and medical leave data accurately
- Assist with monthly payroll preparation by calculating overtime, allowances, deductions, and ensuring CPF compliance with proper documentation
- Administer foreign worker employment matters including Work Permit, S Pass, and other work pass applications, renewals, cancellations, and related documentation
- Monitor expiry dates for work passes, passports, and other employee-related deadlines to ensure timely renewals
- Coordinate foreign worker medical examinations, insurance, security bonds, and other employment requirements as applicable
- Maintain accurate records for foreign workers and ensure all required documents are current
- Support management in employee performance evaluations, disciplinary actions, and grievance handling
- Prepare HR reports and manpower records for management review
- Ensure HR policies and employment practices comply with Singapore employment laws and company policies
Administration
- Manage daily office administration and operational tasks to maintain smooth office functioning
- Prepare official letters, memos, forms, reports, and other company documents with accuracy
- Maintain organized filing and document-control systems for HR and administrative records
- Manage office supplies, stationery, and procurement to meet operational needs
- Liaise with government agencies, insurance companies, clinics, training providers, and other external parties as required
- Coordinate employee training courses and maintain training and certification records
- Assist with employee insurance claims, work injury cases, and other administrative matters
- Support management with applications, renewals, and submissions to relevant authorities
- Assist in organizing company events, meetings, and staff welfare activities
- Perform other HR and administrative duties as assigned by management
Preferred competencies and qualifications
- Diploma or Degree in Human Resources, Business Administration, Management, or related discipline
- Minimum 1 year of relevant HR and administrative experience in Singapore
- Experience in the construction industry is preferred
- Familiarity with Singapore HR practices, Employment Act, and MOM requirements
- Experience handling foreign workers, Work Permit, and S Pass matters is highly preferred
- Experience with payroll, CPF, attendance, and overtime administration is an advantage
- Proficient in Microsoft Office applications, especially Excel, Word, and Outlook
- Strong written and verbal communication skills
- Ability to communicate effectively with employees of diverse nationalities and backgrounds
- Strong organizational skills with attention to detail
- Ability to maintain confidentiality of employee and company information
- Ability to work independently, prioritize tasks, and meet deadlines
- Responsible, proactive, and willing to handle both HR and general administrative duties
